About this file

This is a Statement of Work (SOW) for providing protective coating to Environmental Support Complex Wing Floors at the FAA Enroute facility in Guam Combined Center Radar Approach (ZUA), funded under the 2022 Bipartisan Infrastructure Law for FY25. The project involves replacing mechanical room flooring in rooms 117, 118, 119, 120, and 141 at 1775 Admiral Sherman Blvd, Barrigada, Guam 96913.

The SOW details specific requirements including removing current flooring and coving, preparing surfaces through grinding and shot blasting, applying Elasto-Thane 230 sealant for crack repairs, using Elasto-Poxy water-based primer, and installing Elasto-Deck 6500 epoxy coating system with multiple layers. The contractor must complete work within 30 calendar days after notice to proceed, submit a flooring replacement control plan and Material Safety Data Sheets for FAA approval, and conduct all work under FAA escort. The document includes a floor plan showing the layout of the rooms requiring protective coating treatment. All work must be coordinated with CERAP operations to minimize disruption and includes requirements for shutting off fresh air intakes during epoxy application to prevent fume propagation.
