About this opportunity
The Defense Logistics Agency (DLA) Troop Support Clothing and Textiles is conducting an informal market research survey to procure A2CU Aircrew Combat Coat and Trousers in Operational Camouflage Pattern (OCP) across unisex, women's, and maternity variants. This non-binding survey seeks industry input to develop an acquisition strategy and assess industrial base capability for supplying six line items consisting of three coat variants and three trouser/slack variants. Key requirements include compliance with specific product drawings and specifications, Berry Amendment restrictions mandating domestic production within the United States or Puerto Rico, and delivery to three designated distribution centers. The evaluation will assess manufacturer capability to meet production lead times, surge requirements, and tiered pricing across five one-year periods, with respondents required to provide detailed information on manufacturing capabilities, production timelines, commerciality assessments, and capacity for wartime surge production. Responses must be submitted by February 18, 2026, at 3:00 PM Philadelphia time to the identified DLA procurement contacts.
This procurement carries no set-aside designation and represents a potential Firm-Fixed Price Indefinite Delivery, Indefinite Quantity contract with an anticipated minimum first-year quantity of 7,550 units and maximum contract quantity of 188,750 units across the five-year tier period. Annual estimated quantities total 30,200 units per tier period, consisting primarily of unisex variants (14,400 coats and 14,400 trousers) with smaller quantities of women's and maternity options. The government anticipates monthly peacetime requirements of approximately 3,146 units, with wartime surge requirements reaching 7,513 units monthly requiring a 60-day ramp-up capability. An initial production lead time of 180 days is proposed, though respondents should indicate feasibility for 30-day production of demonstration models. The contract structure includes a Material Cost Economic Price Adjustment clause enabling annual price adjustments based on Department of Labor Producer Price Indexes, subject to ceiling and floor limitations of 10 percent of the base unit price.
