About this opportunity

The U.S. Army Corps of Engineers (USACE) Savannah District is conducting market research for environmental laboratory testing services across Florida, Georgia, South Carolina, and North Carolina under NAICS code 541380. The Government intends to issue a future solicitation for certified laboratories to perform aqueous and soil sample analysis, including testing for volatile organic compounds, semi-volatile organic compounds, metals, pesticides, PFAS, and other environmental contaminants. Prospective contractors must demonstrate compliance with specific certification requirements including NELAP certification, NIST/NVLAP accreditation for asbestos testing, and DOD Environmental Laboratory Accreditation Program (ELAP) certification. Key deliverables will include pre-printed bottle labels, written reports in Level 2 or Level 4 format, electronic data deliverables (EDDs), and sample analysis completion within 15 business days of receipt. Interested vendors must respond to this market research by November 14, 2025, by completing a capability matrix indicating which analytes and testing standards they can provide and submitting responses to David Jimenez at david.a.jimenez@usace.army.mil, along with completion of an online survey.

This procurement is designated as a partial small business set-aside, which will restrict competition to eligible small business concerns during the formal solicitation phase. No incumbent contractor or current contract value has been identified in this pre-solicitation notice. The Government has not disclosed a specific award value or budget range for this requirement at this time. While exact quantities are not specified, the scope encompasses a comprehensive analyte list with multiple EPA-approved analytical procedures and testing methods covering both aqueous and soil matrices across four southeastern states. Contractors will be expected to provide itemized pricing for the attached analyte list along with method detection limits, limits of detection, and limits of quantitation for all specified methods, with the formal solicitation anticipated to follow this market research phase.
