About this file

This document is a Laboratory Contract Requirements document for a Fiscal Year 2026 Environmental Laboratory Testing Contract covering Florida, Georgia, North Carolina, and South Carolina. The U.S. Army Corps of Engineers (USACE) is seeking laboratory services for aqueous and soil sample testing, with specific requirements including NELAP certification, NIST/NVLAP accreditation for asbestos testing, and DOD Environmental Laboratory Accreditation Program (ELAP) certification. Key deliverables include pre-printed bottle labels, written reports in Level 2 or Level 4 format, electronic data deliverables (EDDs), and sample analysis within 15 business days of sample receipt.

Contractors must submit proposals demonstrating compliance with certification requirements, analytical method capabilities, reporting formats, and ability to upload data to FUDSCHEM for Formerly Used Defense Site (FUDS) projects. The solicitation is planned as a partial small business set-aside, and interested laboratories are required to complete a survey and matrix indicating their testing capabilities. The primary point of contact is Isoke James (USACE Chemist), and contractors must provide itemized pricing for the attached analyte list along with method detection limits, limits of detection, and limits of quantitation for all specified methods and analytes.

Laboratory Contract Requirements

1) Project Description: FY26 Environmental Lab Testing Contract

Completion Date: FY 2026
Turnaround Time: 15 business days
Scope of Work

a) Provide Laboratory services for aqueous and/or soil samples which may be collected in Florida, Georgia, North Carolina, and/or South Carolina.

2) Laboratory Requirements

a) Laboratory must hold a NELAP certification or as required by state programs in North and South Carolina. A laboratory does not have to hold certifications for all states to be considered. If a certification is not held by the laboratory, please indicate which method, analyte, or certification is not held by the laboratory. For certificates that the laboratory does hold, copies must be provided.

b) Asbestos Testing Lab must be National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program (NIST/NVLAP) accredited for asbestos in bulk material analysis.

c) The laboratory must possess DOD ELAP (Department of Defense Environmental Laboratory Accreditation Program) Certification for all methods listed in this contract. This certification is mandated by the Department of Defense (DoD) for laboratories conducting testing on behalf of the DoD. If the laboratory does not hold DOD ELAP certification for a specific method or analyte, please specify which method or analyte is not covered by the certification.

d) Provide for the analysis of aqueous or soil samples as outlined in the attached tables.

e) The laboratory must provide a list of detection limits (DL), method detection limits (MDL), limits of detection (LOD), and limits of quantitation (LOQ) for all methods and/or analytes listed in the attached tables for groundwater and/or soil matrices. If not certified in a state or by the Department of Defense (DoD) for a particular method, please indicate this information.

f) Laboratory must show that any LOQ is below standards for each state listed, if certified.

g) Laboratory must provide analytical results for the methods outlined in the attached tables in accordance to each method’s respective table in appendix B of the DoD/ Department of Energy (DoE) Consolidated Quality Standards (QSM) for Environmental Laboratories v6.0 (or newest version) and the approved eQAPP.

h) Laboratory or any subcontracted laboratory must meet all Laboratory Control Sample (LCS), Matrix Spike (MS), and surrogate recovery requirements as defined by Appendix C of the DoD/DoE QSM v.6.0 for all methods listed in the attached tables. For any analytes not listed in Appendix C of the QSM v6.0 (or newest version), the laboratory may use in-house acceptance criteria.

i) Provide pre-printed labels. Bottles labels must be preprinted with all required label information except Sampler Name, Sample ID, Sample Time, and Sample Date:

· Client: USACE – SAS

· Project: Will be provided by the USACE Chemist

· Sample ID: Will be provided by the USACE Chemist

· Sample Method: Will be provided by the USACE Chemist

· Sample Preservation: Method Requirements

j) Submit written reports in requested reporting format (levels 2,4, or equivalent) including:

· A case narrative discussing any issues with the data analysis, deviations, corrective actions, and holding time issues

· COC and sample receipt records

· Lab ID to client sample ID cross reference

· Initial calibration and verification summaries

· Continuing calibration verification results for each sequence.

· QC summaries (for each batch), which include MB, LCS, MS/MSD, surrogate (if applicable), LCCSD (if applicable), any corrective action or re-analysis documentation

· Analytical results for final sample results with detection limits and qualifiers

· Both initial and re-analysis data sets (if applicable)

k) Results of each site should be submitted in a single report. Sites may include multiple shipments over multiple days.

l) Electronic Data Deliverables (EDDs) must be submitted in the appropriate format for each state. For Formerly Used Defense Site (FUDS) projects, the laboratory must have access to FUDSCHEM and be able to upload final data within 20-days of submission of the final written report. The USACE Chemist can be contacted to obtain access.

3) Sufficient coolers must be provided to return ensure that samples can be shipped periodically to the laboratory to meet hold-time requirements. Space should also be considered for ice that may be needed to properly cool and maintain temperature during shipping.

4) Written reports and EDDs are required no later than 15 business days after the lab receives samples.

5) Deliverables:

· Pre-printed bottle labels

· Written reports in Level 2 or Level 4 reporting format or equivalent

· Bottles/Coolers will be shipped to the location provided by the USACE Chemist

· EDDs must be in the state required format

6) Reports and invoices are to be emailed to the USACE Chemist

7) Upon USACE approval of completion of the analysis and submission of written reports (if required, data should be uploaded to FUDSCHEM), Laboratory will submit a Release of Claims and a SINGLE invoice for each SITE.

8) Points of Contact:

· USACE Chemist: Isoke James, 912-652-5092, isoke.james@usace.army.mil

· Technical Manager: Varies by Project

· Project Manager: Varies by Project

9) Proposals

a) Contractor Proposal must include:

i) Contractor shall verify DOD ELAP, NELAP, or other state certification required for analytical methods identified. If not certified for a method by DOD or in a state listed, please indicate the method and which certification is missing.

ii) Verify that Analytical Methods, as indicated, will be followed and can be completed.

iii) Ability to provide appropriate Written Reports in Level 2 or equivalent format as defined above.

iv) Ability to provide EDDs upon completion of analysis.

v) Ability to upload data to FUDSCHEM (for FUDS projects) within 20 days of the submission of the final written report.

vi) Provide itemized pricing for testing for the attached analyte list.

vii) Provide a list of MDLs, LODs, and LOQs for all methods and analytes in attached analyte list.

b) Laboratory proposals which fail to include any of the above information will be found technically unacceptable.
