About this opportunity
Naval Facilities Engineering Systems Command (NAVFAC) Hawaii is conducting market research for architect-engineer services to support civil engineering projects at various NAVFAC Hawaii locations, with responses due by August 6, 2026 at 12:00 p.m. Hawaii Standard Time. The procurement may be set aside for small business and carries an anticipated ceiling of up to $20 million if all options are exercised, with individual task orders typically ranging from $5,000 to $3.5 million and estimated construction costs between $25,000 and $30 million per project.
Work encompasses design and engineering services across roadways, airfields, water and sewage systems, and drainage infrastructure, classified under NAICS 541330 (Civil Engineering) with a $25.5 million size standard. All services must comply with Unified Facilities Criteria and applicable Federal, State, and local regulations. If set as a small business set-aside, the Limitations on Subcontracting clause will require at least 50 percent of personnel costs to be expended on the firm's own employees.
Responses must address three criteria: firm information (Attachment 1), specialized experience demonstrating up to seven projects completed within the past ten years with preference for DoD facilities in Hawaii and Pacific regions plus professional qualifications for key personnel including one Civil Principal-in-Charge and two Civil Engineers with resumes limited to five projects each (Attachments 2 and 3), and capacity to manage concurrent projects over the next five years. Submissions are limited to approximately 25 pages in PDF format, 10-point font minimum, one-inch margins. Responses must be submitted to Brittney Lazo and Kris Nakashima-Wong.
