About this opportunity

DLA Troop Support Pacific, Procurement Office-Hawaii is conducting market research through a Request for Information (RFI) due November 6, 2026, to inform development of a future solicitation for perishable and non-perishable grocery items serving DoD and Non-DoD customers on the Island of Oahu. The anticipated procurement is set aside for Total Small Business and will be structured as one or more Simplified Indefinite-Delivery Contracts (SIDCs).

Respondents should note that this RFI is market research only; the Government will not issue a formal solicitation at this time, will not compensate respondents for submissions, and will not release proprietary information provided in response. Participation in the RFI does not commit the Government to award any contract or guarantee future business. Non-response does not preclude participation in any future solicitation.

Customers served include eleven ordering points across military installations and federal facilities in Hawaii: Hawaii Job Corps Center, Hale Aina Dining Hickam, Mokulele Flight Kitchen, Port of Hawaii, MCBH Anderson Hall, FISC MSC Pearl Harbor, NSGA Kunia Galley, Naval Station Galley, Tripler Army Medical Center, TISA Schofield Barracks, and USCG BSU Honolulu.

The RFI includes a Schedule of Items (Attachment 1) establishing specific quality requirements for each product line. Any future solicitation will require offerors to meet these exact quality specifications; proposals failing to do so will be deemed technically unacceptable. Interested parties should monitor SAM.gov for release of the formal solicitation.
