About this opportunity
The USDA Forest Service seeks to award a single-award, firm-fixed-price contract to purchase market index price data to be used for valuation and pricing of Forest Service stumpage. The objective is to procure indices accurately reflecting changing market conditions in relevant forest products sectors. The agency will use the indices to adjust stumpage rates over harvest contract lives and calculate rate adjustments. Proposals are due June 24, 2021 and will be evaluated with a preference for expanding coverage.
There is no set-aside designation. The estimated total value over five option years is $1.75 million. The incumbent contractor is Western Wood Products Association under the current contract valued at $290,940. Data will cover major regions disaggregated by species and product type. Services include monthly and quarterly index prices through March 31, 2027 to support the agency's timber appraisal and sales program nationwide.
Notice text
The USDA FS intends to award a single-award, Firm-Fixed-Price (FFP) Contract to purchase market index price data to be used to achieve fair, objective, and transparent valuation and pricing measures for Forest Service stumpage.
The objective of this solicitation is to procure market index prices that accurately reflect changing market conditions in relevant sectors of the forest products industry. The Forest Service will use the market price index to adjust stumpage rates throughout the life of harvest contracts and calculate market rate adjustments so that stumpage appraisals more accurately reflect current economic conditions.
The Forest Service desires to maintain its current abilities to perform these activities, while also exploring the possibility of expanding its use to a broader geographic range and a more diverse set of goods. Additionally, the Forest Service desires to reconfigure its current geographic area representation of indices to more specific market areas than the current data.
