About this opportunity
The United States Marine Corps, specifically Marine Helicopter Squadron One (HMX-1), is seeking a contract for comprehensive logistics support, training services, and a process improvement team to enhance aviation readiness. The procurement focuses on improving supply chain processes and metrics for weapon system availability, with a particular emphasis on aviation Supply and Maintenance across Organizational, Intermediate, and Depot levels. Key contract requirements include implementing the Air Force's Customer-Oriented Leveling Technique (COLT) and Proactive Demand Leveling (PDL) Program, providing technical expertise in logistics support, and conducting analysis of supply chain metrics and readiness degraders. The contractor must demonstrate capabilities in areas such as data science, software applications, business system processes, technical writing, and financial management. Responses to the Request for Information (RFI) are due by February 12, 2025, at 11:00 AM EST, with preliminary questions required by February 3, 2025.
The pre-solicitation notice does not indicate a specific set-aside for small businesses, though the RFI suggests an interest in small business participation opportunities. The incumbent contractor is CACI, Inc - Federal, who was awarded the previous contract in August 2023 under NAVSUP FLC Norfolk. While a precise award value is not explicitly stated, the RFI references a potential $20M size standard for the NAICS category 541614 (Process, Physical Distribution, and Logistics Consulting Services). The contract is being considered as a 5-year Indefinite Delivery/Indefinite Quantity (ID/IQ) arrangement, with a base period and optional contract line items (CLINs) for additional Logistics Specialists and Administrative Assistants. Work will primarily be performed at Marine Corps Base Quantico, Virginia, or within a 50-mile radius, and will require personnel with Secret or Top Secret security clearances.
