About this opportunity
The United States Marine Corps intends to solicit a Marine Corps Enterprise Networks (MCEN) Event Management System (MEMS) capable of consolidated network monitoring and event management across enterprise and tactical edge environments, with a Request for Information responses due by 28 May 2026 and formal solicitation expected to follow.
The procurement is unrestricted; no set-aside applies. Place of performance spans up to five physical locations, with deployment across approximately 225,000 network devices and endpoints at Information Level 5 and 25,000 at Information Level 6. The solution must operate entirely on-premises with zero cloud dependency, including for AI/ML analytics and anomaly detection, and maintain 72 hours of local data buffering for autonomous operation during tactical edge disconnection with automatic resync capability.
All prime contractors and subcontractors must be U.S.-owned entities without Foreign Ownership, Control, or Influence. Source code development and security patching must be performed exclusively by U.S.-based personnel in U.S. facilities. All technical support, help desk personnel, and 24/7 support staff with system access must be U.S. citizens holding active security clearances; 24/7 support must be provided exclusively by cleared U.S. citizens with proof of clearance. Solutions must enforce CAC/PIV authentication, integrate with Active Directory at group policy level for role-based access control, meet DISA STIG compliance including TLS 1.2+, FIPS 140-2 validated cryptography, and integrate bidirectionally with BMC Remedy/Helix ticketing systems. Vendors must hold existing Authority to Operate or Provisional Authorization at IL5/IL6 at proposal submission and possess Secret Facility Clearance status. Peak concurrent usage is estimated at 50 administrative and 30 read-only users.
Notice text
Marine Corps Systems Command (MCSC), the predecessor to the current organization, Program Executive Officer Digital & Enterprise Services (PEO Digital), was tasked with deploying a solution to monitor all events on the Marine Corps Enterprise Network (MCEN) within a single solution that integrates all requirements outlined below. The solution must be capable of capturing telemetry that enables derivation of behavioral and attitudinal performance indicators. Exemplar insights enabled by these indicators include network traffic analysis, service reliability tracking, monitoring application performance, user experience and satisfaction scores, system usability scales, and/or net promoter-like scores.
System shall enable enterprise network service monitoring and extend to the tactical edge. Solution must be capable of discovering, monitoring, and mitigating/remediating vulnerabilities. Solution must have autonomous syncing capability and be able to execute functions when disconnected from the network. Role based access shall be delegated to each administrative and tactical level. Shall support common and custom application programming interface and integrate with established situational awareness dashboards.
