Request for Information Summary
This is a Request for Information (RFI) issued by the United States Marine Corps for the Marine Corps e-Learning Ecosystem (MCeLE) Support Services, RFI number N61750-27-R-3301. The RFI is for market research purposes only and explicitly does not constitute a solicitation for proposals, commitment to award a contract, or obligation to reimburse respondents for submission costs. A draft Performance Work Statement is available upon request from the contracts personnel identified in the document.
The MCeLE is a learning technology platform managed by the Training and Education Command (TECOM) as part of its Total Learning Architecture. The system is configured and managed through the Program Manager Manpower Information Technology Systems Modernization (MITSM) at Naval Information Warfare Center, Webster Field, Maryland, and is hosted on Amazon GovCloud and other services. The College of Distance and Education Training (CDET) seeks support services for administrative management and education of MCeLE components to support formal learning centers and unit training programs across the Marine Corps. The RFI serves two primary purposes: identify existing Government contract vehicles available for procurement and determine whether the requirement can be procured as a small business set-aside or full and open competition. Interested vendors must submit a Statement of Capabilities addressing experience with similar work, personnel qualifications and availability, facility descriptions, business size status, teaming arrangements, applicable Labor Categories, feedback on the draft PWS, and participation in Government contract vehicles such as NASA SEWP or Seaport, along with CAGE Code and Unique Entity Identifier information. Responses must not exceed 5MB and ten printed pages, be readable in Microsoft Office 365 or Adobe Reader, and must be submitted via email to Todd Ingold (todd.ingold@usmc.mil) and Sarah Shelton (sarah.shelton.civ@usmc.mil) no later than 11:59 PM EST on 24 November 2026. Questions may be submitted by 11:59 PM EST on 9 November 2026.

Request for Information (RFI) N61750-27-R-3301
Marine Corps e-Learning Ecosystem (MCeLE) Support Services
I. GENERAL INFORMATION
The purpose of this RFI is to seek feedback from industry to support market research, as outlined in Federal Acquisition Regulation (FAR) Part 10. This RFI is for planning and informational purposes only, and shall NOT be considered as a Request for Proposal (RFP). The Government is not seeking proposals and will not accept unsolicited proposals, nor does this RFI constitute a promise or obligation on the part of the Government to acquire any products or services in the future. The Government will NOT be responsible for any costs incurred in responding to this RFI or for furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information. No contract will be awarded from this announcement. A draft Performance Work Statement (PWS), Attachment 1, is available at this time.
To obtain a copy of Attachment 1, please contact the Contracts personnel identified below via email.
The information provided in this RFI and the draft PWS is subject to change and is not binding on the Government.
NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS AN RFI ONLY.
II. BACKGROUND / PROGRAM OVERVIEW
The MCeLE is part of the Training and Education Command (TECOM)’s Total Learning Architecture (TLA) along with the Marine Corps Training and Information Management System (MCTIMS) and M-Sharp. Within the College of Distance and Education Training (CDET) is the Marine Corps Distance Learning (MCDL) Program, in which the MCeLE is established. The
MCeLE provides learning technologies across the Marine Corps for use by formal learning centers and support of unit training programs. The MCeLE is configured and managed through Program Manager Manpower Information Technology Systems Modernization (MITSM) and Naval Information Warfare Center at Webster Field MD and is hosted on Amazon GovCloud and other services.
CDET requires assistance in the administrative management and education of the MCeLE components to its users. As TECOM’s modernization efforts expand to new formal learning centers and unit training programs, the overhead required to educate these organizations on capabilities, employment, and management of these programs also grows for CDET.
For further detail regarding the MCeLE background and program overview, please reference Section 1.0 of the attached draft Performance Work Statement (PWS). PWS Section 2.0 provides a description of the MCeLE structure and components. Additionally, Operational, Student Support, and Educational Technology Support requirements are identified in Sections 3.0 and 4.0 of the attached draft PWS.
III. PURPOSE
The Government is seeking the best methodology to procure support services for the MCeLE.
Therefore, this RFI serves two purposes:
1. Identify existing Government contract vehicles for procurement; and
2. Determine whether this requirement can be procured as a small business set-aside or full and open competition.
IV. SUBMISSION RESPONSES / INSTRUCTIONS
Interested parties capable of performing the required services, in whole, or by teamed effort, are invited to submit a response to this notice.
Vendors interested in providing information in response to this notice are invited to provide a Statement of Capabilities addressing the Government’s potential requirement, as detailed within the attached draft PWS. Information contained in the capability statement should be pertinent and specific to the Government’s requirement and, at a minimum, address the following qualifications:
• Experience: An outline of previous work, with an emphasis on specific work previously performed or currently being performed which is similar to the requirement, to include customer contract number and Point of Contact (POC) information. For contract references, provide relevance in terms of scope and complexity to work described in the RFI, the percentage of work done by the company associated with the reference, and whether it was done as a sub-contractor or prime.
• Personnel: Amount, availability, experience, and qualifications of current employees that can support the effort, or the existence of and accessibility to potential employees (statements of intent are not needed).
• Facilities: Availability and description of facilities, including location, to support performance.
• Interest level: Include an affirmative statement if you are a large or small business and whether you are interested in performing as a prime contractor. While this RFI is not specifically seeking to identify subcontractors or to match subcontractors with prime contractors, descriptions of teaming arrangements and working partnerships are welcome.
Include any other specific and relevant information as it pertains to the particular services you offer to enhance the Government’s understanding of your company’s capability to meet the requirement. Indicate if your company is capable of performing 100% of the requirements. If not, what percentage of requirements would need to be subcontracted?
Responses may include a list of Labor Categories (LCATS) identified as applicable to fulfilling the Government’s requirement, as specified within the attached draft PWS. Responses may also include vendor feedback of the draft PWS, such as, suggested refinements and identification of areas in need of further requirement or technical specification(s).
Responses shall also include a listing and description of existing Government contract vehicles such as National Aeronautics and Space Administration Solutions for Enterprise Wide Procurement (NASA SEWP), Seaport, etc., that your firm participates in. Please also provide the contract number and the method in which one can review the contract scope. Additionally, please provide your size standard (North American Industry Classification System code), identification of 8(a) participant status, Commercial and Government Entity (CAGE) Code, and/or Unique Entity Identifier (UEI).
Responses should be no greater-than 5MB (due to United States Marine Corps network limitations) and are requested not to exceed ten printed pages (excluding brochures, specification sheets, etc.) that are not larger than 8 ½" x 11" for each page. Responses must be readable in Microsoft Office 365 and/or Adobe Reader. Proprietary material should be prominently marked as such. Submissions will not be returned.
Questions regarding this RFI shall be submitted via e-mail to: Todd Ingold at todd.ingold@usmc.mil and Sarah Shelton at sarah.shelton.civ@usmc.mil, no later than (NLT) 11:59 PM EST on 9 November 2026.
