About this opportunity

The Department of the Navy Naval Supply Systems Command seeks replacement flexible marine composite fuel transfer hoses for NAVSTA Rota, Spain, with quotations due September 4, 2026 by 14:00 local Rota time, and questions due September 2, 2026 by 14:00 Central European Time. This is full and open competition with no small business set-aside, issued as a combined synopsis and RFQ (N6817126QT023) under simplified acquisition procedures for commercial items.

Place of performance is NAVSTA Rota, Cádiz, Spain (11530). The procurement requires fourteen composite marine fuel transfer hose assemblies optimized for bulk hydrocarbon transfer of JP-5, JP-8, and F76 aviation fuels: six assemblies of 6-inch inside diameter by 50 feet (Line Item 0001); six assemblies of 8-inch inside diameter by 50 feet (Line Item 0002); two assemblies of 8-inch inside diameter by 25 feet (Line Item 0003); and FOB Destination shipping (Line Item 0004). Delivery is required within four weeks of award.

All hose assemblies must feature permanently attached fixed carbon steel 150 lb ANSI flanges with non-reattable fittings secured via crimped or swaged external steel ferrule. Multi-layer inner lining must use polyamide, polyester, and polypropylene with full chemical resistance to aviation fuel components and additives, high-strength galvanized steel helix wires, and double PVC-coated nylon outer cover resistant to abrasion, ozone, UV rays, and marine salt environments. Electrical resistance across each fully assembled hose shall not exceed 10 ohms. Design, construction, and testing shall conform to BS 5842, EN 13765, U.S. Coast Guard 33 CFR Section 154.500, IMO/IBC Code, and UFC 3-460-03. Each hose assembly must include a Certification Report documenting hydrostatic pressure testing to 1.5 times maximum working pressure (375 PSI) with zero leakage, electrical continuity verification, vacuum testing at 26 inHg, and unique serial number traceability.

The Buy American Act does not apply to this procurement because items are for use at NAVSTA Rota in Spain; hoses do not need to be manufactured in the United States provided all technical specifications are met. The NAICS code is 332912 (Fluid Power Valve and Hose Fitting Manufacturing); PSC is 4720 (Hose and Flexible Tubing). Award will be made to the responsible quoter whose conforming quote is most advantageous to the Government based on price, technical compliance, and past performance. Quoters must hold prices firm for 60 calendar days from the quote due date. Quotations must be submitted via email with complete pricing in EUR or USD, supported by technical data sheets and a Quality Assurance/Testing Plan or written compliance statement.
