STATEMENT OF WORK (SOW)

Procurement of Marine Composite Fuel Transfer Hoses (6-Inch and 8-Inch)

Naval Station Rota, Spain

August 2026

1. GENERAL/BACKGROUND

The Defense Fuel Supply Point at Naval Station Rota, Spain (Fuels N38); requires the procurement of replacement flexible marine composite fuel transfer hoses. The fuel transfer hoses are required to support the safe, reliable, and continuous transfer, receipt, storage, and distribution of petroleum products

(specifically JP-5, JP-8 and F76) from barges, ships and piers to Bulk Storage Fuel Farm Building 600 and associated transfer points.

Procurement of these replacement hoses is critical to maintaining fuel distribution capabilities, ensuring safe bulk fuel operations, preventing environmental spill incidents, and complying with the petroleum facility maintenance requirements of UFC 3-460-03.

2. PROJECT REQUIREMENTS

2.2.1 Scope

The Contractor shall manufacture, test, certify, package, and deliver a total of fourteen (14) composite marine fuel transfer hose assemblies. Hoses must be optimized for bulk hydrocarbons and be highly resistant to aromatic hydrocarbons, specialized gasoline additives, and JP aviation fuels.

The specific hose assembly dimensions and quantities, required under this contract are defined below:

• Line Item 0001: 6-Inch Composite Hose Assemblies (50-foot)

Quantity: Six (6) assemblies.

Dimensions: 6-inch Inside Diameter (ID) x 50 feet (15.2 meters) long.

Hose Specifications: Composite marine fuel transfer hose assembly with fixed carbon steel 150 lb ANSI flanges, suitable for the petroleum products and performance requirements specified in

Section 2.2.

• Line Item 0002: 8-Inch Composite Hose Assemblies (50-foot)

Quantity: Six (6) assemblies.

Dimensions: 8-inch Inside Diameter (ID) x 50 feet (15.2 meters) long.

Hose Specifications: Composite marine fuel transfer hose assembly with fixed carbon steel 150

• Line Item 0003: 8-Inch Composite Hose Assemblies (25-foot)

Quantity: Two (2) assemblies.

Dimensions: 8-inch Inside Diameter (ID) x 25 feet (7.6 meters) long.

Hose Specifications: Composite marine fuel transfer hose assembly with fixed carbon steel 150

• Line Item 0004: Shipping to FOB Destination NAVSTA Rota, Spain

*Note: All hoses shall meet the technical and performance requirements specified in this SOW and shall be suitable for long-term transfer of JP-5, JP-8, and F76 fuels.

2.2 General requirements and product specifications

Material Quality: All materials, carcass components, helix wires, covers, and end fittings supplied under this contract shall be brand new and free of defects.

Inner Lining & Carcass: Multi-layer construction of polyamide, polyester, and polypropylene films/fabrics designed for full chemical resistance to aviation fuel components, additives (MTBE, ethanol, benzene), and 100% aromatics.

Support Wires: Internal and external helix wires must be high-strength galvanized steel.

Outer Cover: Double PVC-coated nylon outer cover, resistant to abrasion, ozone, UV rays, and marine salt environments.

Fittings & Connections: Both sides of each hose assembly shall be equipped with permanently attached, fixed carbon steel (CS) 150lb ANSI flanges. Fittings must be non-reattable and secured via a crimped or swaged external steel ferrule. Re-attachable fittings are strictly prohibited.

Electrical Continuity: The internal and external helix wires must be securely connected to the metal end-fittings, creating a low-resistance path. Electrical resistance across each fully assembled hose shall not exceed 10 ohms.

3. REFERENCES

The design, construction, material properties, and testing of the composite hose assemblies shall conform to the current editions of the following standards and documents:

• BS 5842: Specification for thermoplastic hose assemblies for dock, road, or rail tanker use.

• EN 13765: Thermoplastic multi-layer (non-vulcanized) hose assemblies for the transfer of hydrocarbons, solvents, and liquids.

• U.S. Coast Guard (USCG) 33 CFR Section 154.500: Hose requirements for marine bulk liquid transfer facilities.

• International Maritime Organization (IMO) / International Bulk Chemical (IBC) Code

• UFC 3-460-03: Unified Facilities Criteria (UFC) – Operation and Maintenance of Petroleum

Systems.

4. TECHNICAL STANDARDS & REPORTS

4.1 Certification and Test Reports

The Contractor shall provide a written physical Certification Report packed alongside the shipping documentation for each individual hose assembly delivered.

The report must detail the following:

• Hydrostatic Pressure Test: Hydrostatic test records confirming each hose has been tested to 1.5 times the maximum working pressure (375 PSI) for a minimum of 10 minutes with zero leakage, pressure drop, or connection slippage.

• Electrical Continuity Test: Verification that electrical resistance from end-to-end does not exceed 10 ohms.

• Vacuum Testing: Test certification showing structural stability under a full vacuum rating of 26 inHg (660 mmHg).

• Traceability: Documentation linking each certification report to the unique serial number permanently marked or stamped onto the hose assembly ferrule.

5. DELIVERY TERMS

All fourteen (14) composite hose assemblies must be completed, tested, and delivered to the designated delivery location at Naval Station Rota, Spain, within 4 weeks (28 calendar days) of date of award.
