Interested companies must submit a notice of interest on company letterhead by March 13, 2026 at 2:00 PM PDT (1400 hours) with their response limited to a maximum of five pages and submitted via email to the government contacts with "Marine Chemist Source Sought Response" in the subject line.

The estimated period of performance consists of a five-year ordering period commencing in Spring/Summer 2026, with work performed during standard operating hours of 7:20 AM to 4:02 PM, Monday through Friday, excluding federal holidays and the Christmas-New Year closure period. No incumbent contractor is identified in this pre-solicitation notice, and no specific award value or budget range is disclosed at this market research stage. The contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement, requiring the contractor to furnish all personnel, equipment, supplies, facilities, transportation, tools, and materials necessary to perform services with no government-furnished items.
