About this opportunity
The National Institute of Standards and Technology seeks a complete upgrade solution for a non-functional Mahr 828 CiM universal length measuring machine, with quotations due August 27 by 4:00 PM ET and written questions due August 25 by 12:00 PM ET. This is a brand name only procurement with no set-aside.
Place of performance and acceptance is NIST's Gaithersburg, Maryland facility (Building 219, 100 Bureau Drive). The scope includes delivery of one MarEcon controller upgrade package compatible with existing machine hardware, a Dell Optiplex computer system running Windows 11 with keyboard and mouse, a 24-inch monitor, 828WIN software upgrade compatible with Windows 11, professional installation and calibration services, and travel expenses on a not-to-exceed basis. All items must be new (no used, remanufactured, experimental, prototype, or gray market components) and shipped in original manufacturer packaging with complete documentation. Installation must occur within one week of government receipt during normal business hours (8:00 AM to 5:30 PM ET, Monday through Friday) and include uncrating, setup, hook-up, demonstration of all specifications, and trash removal. Delivery is FOB Destination within six months after receipt of order. The contractor must provide a one-year minimum warranty after equipment acceptance. Performance testing will verify measurement capability, Z-axis operability, and measurement force settings (minimum 1N, 2N, and 3N), with the government reserving the right to require repair or replacement of damaged or nonconforming equipment at no cost.
Quotations must be submitted as firm-fixed-price offers for each of six line items via email. Evaluation follows Lowest Price Technically Acceptable (LPTA) methodology. The NAICS code is 334513, and the small business size standard is 1,000 employees. All quoters must maintain active SAM.gov registration at quotation submission, during performance, and through final payment. Payment is Net 30 days in arrears on government acceptance only, processed through the Treasury Department's Invoice Processing Platform (IPP).
