About this opportunity

The U.S. Maritime Administration (MARAD) is seeking a state-licensed marine insurance broker to provide brokerage and consultancy services for establishing and managing a fleet Protection & Indemnity (P&I) policy covering training vessels owned by the government and stationed at six State Maritime Academies. The broker will be responsible for canvassing the P&I club market to obtain competitive pricing, advising MARAD on appropriate coverage risks and costs, placing annual fleet coverage, and supporting insurance claim processing with underwriters. Key qualifications include demonstrated corporate experience in marine insurance brokering, key personnel with at least 10 years of marine insurance experience, and strong past performance references. Evaluation will prioritize non-price factors, with corporate experience being the most important criterion, followed by key personnel qualifications and past performance, with price as a secondary consideration. Proposals must be submitted by January 30, 2026, at 4:00 PM EST via email to Lisa Miles at Lisa.Miles@dot.gov, with a 30-page limit for technical proposals including team biographies.

This solicitation includes no set-aside designation and is open to all qualified contractors. The current incumbent is the American Steamship Owners Mutual Protection and Indemnity Association, which currently provides coverage for the fleet at a $1,000,000,000 liability limit per accident or occurrence with a $10,000 deductible per incident. The contract is structured as a firm-fixed-price award with a five-year performance period from February 19, 2026, through February 18, 2031, consisting of a base period and four optional 12-month extension periods, with a $15 million size standard. The coverage will protect five maritime training vessels—Empire State, Golden Bear, Kennedy, Patriot State, and State of Michigan—with comprehensive coverage for collision, war risks, terrorism, and cyber incidents. Performance will be based in Washington, DC 20590, with MARAD potentially extending the existing coverage for one month (February 19 through March 19, 2026) while a new contract is established.
