The Department of Veterans Affairs, Veterans Integrated Service Network 15, Network Contracting Office 15 is seeking qualified sources to provide six manual handheld tonometers for the Harry S Truman VA Medical Center, Multi-Specialty CBOC in Rolla, Missouri, with responses due by August 6, 2026. This is a sources sought notice for market research purposes only and does not constitute a solicitation or binding obligation; the VA reserves the right to revise requirements before releasing any formal solicitation and may determine set-aside eligibility based on responses received.
The tonometers must be FDA-cleared devices capable of measuring intraocular pressure (5 to 55 mmHg range) using a micro strain gauge transducer or equivalent technology. Devices must feature digital display, ergonomically positioned controls for one-handed operation, and support for disposable protective tip covers. Physical specifications include a maximum weight of 2.4 ounces, approximately 6.25 inches in length, 0.75 inches in width, and 1.75 inches in thickness. Equipment must operate on removable and replaceable batteries and include a protective carrying case and individually wrapped disposable tip covers.
All equipment must represent the newest and most current model from a manufacturer maintaining factory production lines, replacement parts inventory, specifications, and published literature. Respondents must provide marketing literature, confirm manufacturer authorization, state country of origin, and include warranty terms covering manufacturer's free replacement for normal wear and tear with free return shipping from delivery.

This Sources Sought Notice is intended only for information and planning purposes at this time, and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government reserves the right to revise the requirements of the proposed action before the release of any associated solicitation. This notice is not a Request for Quotes (RFQ).

The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government shall in no way be bound to this information if a solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside, if applicable. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or FULL and OPEN competition will be considered.
