About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 7 is seeking quotations for one Manoscan System, a comprehensive medical equipment package designed to perform esophageal and anorectal manometry procedures at the Atlanta VA Medical Center's Gastroenterology Department. The system comprises 14 line items including the high-resolution manometry (HRM) system, assembly cart, workstation with software, calibration kits, modular accessories, and three software packages (Manoscan V3.0, Manoview ESO V3.3, and Manoview AR V3.0). Contractors must be registered in the System for Award Management (SAM) and submit documentation including a completed SF 1449 form, capability statement, SAM registration proof, and offeror representations and certifications, with disclosure of whether work will be self-performed or subcontracted. The solicitation does not explicitly identify specific evaluation criteria beyond standard compliance requirements; however, offerors should emphasize their capability to deliver the complete system with technical support and training. Key deadlines include March 2, 2026, at 1:00 PM Eastern Time for quotation submission and February 25, 2026, at 1:00 PM Eastern Time for submission of all questions, with quotations to be sent via email to steven.timmons@va.gov.

This procurement is set aside 100 percent for small businesses with a size standard of 800 employees under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing), making it exclusively available to qualified small business entities. No incumbent contractor or current contractor information is provided in the solicitation materials. While a specific award value is not disclosed in the documentation, this is a firm-fixed-price, one-time equipment acquisition rather than a recurring service contract. The system must be delivered to the Atlanta VA Medical Center warehouse in Decatur, Georgia, within 30 days of award via commercial carrier, with the vendor required to provide technical support, all parts, user guides, service manuals, and service training within 30 days of delivery. The overall performance period extends from March 9, 2026, through July 31, 2026, with payment to be made upon completion via electronic funds transfer.

Notice text

Atlanta VAHCS GI Lab uses Manoscan system to perform esophageal and anorectal manometry. These are specialized procedures.  Esophageal manometry is used to assess esophageal motility and physiological function for patients with swallowing disorders, reflux and for pre-operative planning.  Anorectal manometry is used to assess the function of the anus and rectum muscles in patients who have constipation, fecal incontinence and other anorectal complaints. These are physiologic tests which GI has performed in the GI lab for the past 10 years to improve patient care and adhere to the care guidelines as set forth by the American College of Gastroenterology and American Gastroenterological Association.
