About this opportunity

The National Oceanic and Atmospheric Administration seeks installation of a Building Automation System and seawater monitoring system at the Manchester Research Station in Port Orchard, Washington, with quotations due September 8, 2026. The procurement is set aside for small businesses under NAICS 238220.

Place of performance is Port Orchard, Washington, at the Northwest Fisheries Science Center's Manchester Research Station, a 21-building complex totaling approximately 60,000 square feet. A mandatory site visit is scheduled for August 27, 2026, at 1400 PDT, requiring REAL ID identification; while not required, attendance is highly recommended.

The contractor must deliver a complete, hardware-agnostic, open-source Building Automation System monitoring and controlling HVAC systems, electrical assets, and specialized seawater operations across the facility. The system shall integrate 115 total monitoring and control points (34 existing, 81 additional) and consolidate two existing systems currently operating in Building 12—an EasyIO-based BAS and an AvTech seawater monitoring system—into a unified platform while preserving existing functionality. The BAS architecture must maintain a minimum of 20 percent spare controller capacity, utilize open industry-standard protocols (BACnet/IP and BACnet MS/TP), feature an HTML5 web-based interface without proprietary plug-ins, and comply with OMB M-22-09, NIST Special Publication 800-218, and NOAA cybersecurity policies. The contractor shall provide all labor, engineering, software, equipment, materials, testing, commissioning, documentation, and training. The base performance period is 150 calendar days after award, with four one-year options for technical support and maintenance. The contract is firm-fixed-price. Performance and payment bonds are required at 100 percent of the contract price.

Quotations must include three parts: technical approach and capability narrative not exceeding 12 pages addressing understanding of the Statement of Work, detailed technical plan, schedule, and key personnel qualifications (Part I); price quote (Part II); and past performance questionnaire(s) (Part III). Evaluation will weigh technical approach and capability as primary, price as secondary, and past performance as tertiary. A bid guarantee is required; offers must remain firm for 60 days from the due date. Davis-Bacon Act wage determinations apply. Solicitation number is 1305M326Q0491.
