About this opportunity

The National Park Service, Interior Region 2, South Atlantic Gulf seeks an ethnographic overview and assessment of Martin Luther King, Jr. National Historical Park, with quotes due August 13, 2026 at 5:00 p.m. EDT. This is a total small business set-aside issued as a Request for Quote under FAR 13, with questions due August 4, 2026.

Place of performance encompasses the 39.17-acre park including the Birth Home at 501 Auburn Avenue, Historic Ebenezer Baptist Church, The King Center, the Birth Home Block residential community, and Historic Fire Station No. 6, all located in Atlanta, Georgia. The contract is firm-fixed-price with a 24-month performance period from August 24, 2026 through September 30, 2028.

The Principal Investigator must hold a Ph.D. in applied cultural anthropology with significant professional standing and direct involvement in research and writing. Research shall document ethnographic information and traditional associations of 14 specified federally recognized Native American Tribes and gateway communities. The contractor must employ secondary ethnographic methods including transect walks, demographic mapping, focus groups, and interviews, and must incorporate tribal participation costs including honoraria and travel expenses into the firm-fixed-price quote; the government has declined to provide a budget range and expects industry to provide market pricing. Deliverables include detailed work plan, progress reports, outline with bibliography, draft reports at 50%, 85%, and 95% completion, presentation of findings, and a final report with complete project archive meeting Section 508 accessibility compliance and NPS Ethnography In-Design Template standards. The Principal Investigator may not subcontract without prior NPS approval and must maintain confidentiality of sensitive data; use of artificial intelligence tools requires advance written disclosure and permission from all parties and is prohibited on sensitive or confidential data.

NAICS code is 541990 (All Other Professional, Scientific, and Technical Services) with a $19.50 million size standard. Evaluation weighs technical capability at 90% and price at 10%, assessing professional experience with complex ethnographic projects, methodological approach rooted in American Anthropological Association standards with meaningful tribal engagement, demonstrated ability to work with diverse stakeholders, and relevant past performance on three to five similar projects completed within the last five to ten years. The government reserves the right to award based on initial offers without discussions. Service Contract Act wage determinations apply to 23 Georgia counties. Contractors must procure liability insurance including worker's compensation ($500,000), general liability ($100,000 per person/$500,000 per occurrence), and property damage ($1,000,000) coverage, and submit electronic invoices through Treasury's Invoice Processing Platform with Net 15 payment terms. Amendment 0001 posted August 10, 2026 included questions and answers addressing tribal consultation and compensation procedures.
