About this file
This is a Questions and Answers document for a federal contract opportunity related to an ethnographic overview project at Martin Luther King, Jr. National Historical Park. The Q&A addresses tribal consultation and compensation procedures for the solicitation 140P5126Q0051, issued by the National Park Service, Interior Region 2, South Atlantic Gulf.
Key details from the Q&A clarify that the National Park Service has not yet initiated coordination with associated tribes but will do so following contract award. The Shawnee Tribe has been identified as the most responsive entity in prior general consultation efforts. The government confirms existing precedent for compensating tribal participants, with compensation structured based on available project budget and the collaborator's level of engagement. Acceptable compensation formats include honoraria and travel expenses, which prospective contractors must incorporate into their proposed budgets. The government declined to provide an anticipated budget range, noting this is a competitive commercial service and expecting the industry to provide current market pricing. Contractors should budget accordingly for tribal participation costs when submitting their firm-fixed-price quotes.

Question and Answers,

Answer: The park has not begun coordination with associated tribes yet but will initiate once a contract has been awarded.
2. Which Tribes have been the most responsive or actively engaged thus far?
Answer: The Shawnee Tribe has been most responsive in general consultation.
3. Is there existing precedent within NPS or this park/unit for compensating Tribes for participation in consultation or related project activities?
Answer: Yes
4. If so, how has tribal participation compensation typically been structured?
Answer: The compensation of collaborators which can include Tribal elders, subject matter experts, reviewers, and co-authors, is determined based on the available project budget and the collaborator's specific level of engagement. It can take the form of honoraria and/or travel expenses. These expenses should be reflected in the perspective contractor's proposed budget.
5. Can NPS provide the anticipated budget range or expected contract value for this effort?
Answer: This is a competitive commercial service. We can not post the budget range. We are assuming that the industry will provide current market pricing for these types of services.
