About this opportunity

The Malheur National Forest, under the Department of Agriculture Forest Service R6-Pacific Northwest Region, is procuring cattleguards and cattleguard components for disaster recovery efforts in the Rail Ridge Fire Area. The procurement requires 4 complete cattleguard assemblies for single-lane roads and 3 additional base assemblies, each with specific technical specifications including HS-20 load rating per AASHTO standards, metal construction with yellow paint, and components weighing no more than 3,000 pounds to accommodate lifting with a USFS Case 580 backhoe. Key requirements mandate that deck rails consist of a specific "roll formed rail section" design, cattleguard decks measure 14 feet perpendicular to the road by 8 feet parallel to the road, and all components must be professionally engineered with stamped drawings. The evaluation will be based solely on price, with the contract awarded to the responsible offeror submitting the most advantageous quote. The original solicitation was posted on October 20, 2025, with quotes initially due by 4:30 PM PST on October 29, 2025, but Amendment 0003 issued on March 31, 2026, cancels the entire solicitation.

This procurement is designated as a Total Small Business set-aside under NAICS code 332312 (Fabricated Structural Metal Manufacturing) with a small business size standard of 500 employees. No incumbent contractor or current contractor information is identified in the solicitation documents. The solicitation does not specify an explicit award value or budget range, though the contract pertains to purchasing supplies only without service components. The quantities required are clearly defined as 4 complete cattleguard assemblies and 3 additional base assemblies, with each complete assembly including a deck, base assembly with two bases and associated components, and wings with all necessary hardware and fasteners. Performance of work will take place at the Malheur National Forest John Day Warehouse located in John Day, Oregon 97845, where the cattleguards will be delivered and installed using local USFS equipment and personnel.

AMENDMENT 0003: THIS AMENDMENT CANCELS THE SOLICITATION.

The Malheur National Forest has a requirement to purchase cattleguards and cattleguard components for Disaster Recovery in the Rail Ridge Fire Area.

The Forest will utilize local equipment and personnel to remove and replace the existing damaged cattle guards. This is just a purchase for supplies only.

Requirements:

  • Cattleguards shall meet HS-20 load rating according AASHTO.
  • For these cattleguards and components, the bases shall be constructed of metal.
  • All metal shall be painted yellow.
  • No component’s weight shall exceed the lifting capacity of our USFS Case 580 backhoe. Assume a max lifting weight for this machine to be 3,000 pounds.
  • The deck rails shall be comprised of a “roll formed rail section” (an image of this is shown on the attached shop drawing with “DECK” in the title).
  • Cattleguard decks shall be 14 foot measured perpendicular to the road by 8 foot measured parallel to the road.  Drawings of an approved product, which show these dimensions is attached.

Quantities:

  • 4 complete cattleguard assemblies for single-lane roads. Each assembly includes a 14 foot x 8 foot deck, a base assembly (two bases per base assembly, including two appropriately-sized diaphragms, gusset plates, and any associated timber foundations), and a set of wings (two wings per assembly), and all hardware and fasteners necessary to construct the cattleguard.
  • 3 additional base assemblies (two bases per assembly, including two appropriately-sized diaphragms, gusset plates, any associated timber foundations, and any associated hardware). The size for these base assemblies shall match 14 foot by 8 foot cattleguard decks.
