All field operations are contractor-responsible: land preparation, planting, monitoring, weed and pest control, pollination, irrigation, and fertilization. Harvesting occurs when seed reaches milk line development or 55 days after final pollination; ears must be dried using forced air heat not exceeding 35 degrees Celsius to achieve 12–14% moisture content. The contractor must obtain seed import permits, provide phytosanitary certificates and agricultural inspections meeting APHIS standards, arrange fumigation as required, and prepare dried seed in harvest bags for boxing and shipment via FedEx and/or UPS to the USDA ARS Corn Host Plant Resistance Research Unit.
The NAICS code is 111150, Corn Farming, with a $2.5 million small business size standard. PSC is F010, Natural Resources/Conservation–Seedling Production/Transplanting. Service Contract Labor Standards apply, with a wage determination of $29.45 per hour for Gardener positions. The Government anticipates one firm-fixed-price purchase order. Evaluation uses FAR 12.203 comparative methodology: Technical Capability, Past Performance (minimum three relevant contracts within three preceding years), and Price. Award will not necessarily go to the lowest-priced offeror; the Government will select the quote providing overall best value. Offer acceptance period extends through September 30, 2026. All offerors must maintain active SAM.gov registration and submit quotes electronically in Adobe PDF format.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1232SA26Q0840 is issued as a Request for Quotation (RFQ) for a Maize Winter Nursery.
The solicitation document and incorporated provisions and clauses are those in effect through the Revolutionary FAR Overhaul (RFO). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul.
This acquisition is an unrestricted requirement. The applicable North American Industry Classification Standard Code (NAICS) is 111150 - Corn Farming. The small business size standard is $2.5 Million. All responsible sources may submit a quotation which will be considered by the agency.
The Agriculture Priorities and Allocations System (APAS) and assigned rating are not applicable to this solicitation.

Quotes received after the established “Date Offers Due” deadline will be considered late. Late quotes may only be considered if it is in the Government’s best interest and if it will not unduly delay award.
Questions regarding this solicitation shall be submitted in writing to the Primary Point of Contact and Secondary Point of Contact (if applicable) no later than 11:59 PM HT on Wednesday, July 29, 2026 (07/29/2026).
