About this opportunity
The U.S. Embassy in Paris is soliciting maintenance services for air-conditioning and ventilation equipment across multiple mission facilities in France. The Department of State seeks a contractor to provide comprehensive HVAC maintenance through a fixed-price contract with economic price adjustment requirements. Qualified contractors must have technicians with at least three years of experience, Multistack and BAS/Carrier systems training certification, and the ability to respond to emergency service calls within four hours. The government intends to award the contract based on initial offers without discussions, with all responsible sources permitted to submit quotations. Key submission requirements include mandatory registration in the System for Award Management (SAM) database, and electronic submissions are due by March 6, 2025, at 16:00 local time.
The solicitation covers maintenance for HVAC equipment across 14 different U.S. Mission locations in Paris, including embassy buildings, compounds, and residences. The contract period includes one base year starting January 29, 2025, with four potential one-year option periods. While no specific set-aside is designated, contractors must comply with federal anti-discrimination requirements per a recent amendment. The scope of work involves scheduled preventive maintenance, unscheduled repairs, and 24/7 emergency services for diverse equipment including chillers, split systems, air handling units, and ventilation fans. Pricing will be structured with fixed monthly rates for scheduled maintenance, hourly rates for unscheduled work, and materials priced at cost plus handling, with a 20% VAT requirement for invoicing. The place of performance is exclusively in France, specifically across various U.S. Mission facilities in the Paris metropolitan area.
