About this opportunity
The National Institute of Health Clinical Center intends to award a sole source contract to Illumina, Inc. of San Diego, California for maintenance services on one Illumina NextSeq 2000 Sequencer used for high-throughput genetic sequencing to diagnose inherited immune disorders. The NIH justifies the sole source approach by stating that Illumina is the only manufacturer with access to performance-verified components, spare parts, software, technical support, and engineering resources necessary to maintain the instrument's original operating specifications. The contract will utilize FAR Part 13 Simplified Acquisition Procedures, which exempts the procurement from standard competition requirements since it falls below the simplified acquisition threshold. The agency is requesting capability statements from interested parties who believe they can provide equivalent services, though any decision to conduct a competitive procurement remains at the government's discretion. Capability statements must be submitted by July 18, 2025, and should include business information such as SAM UEI, company details, current GSA schedules, and relevant NAICS codes.
This procurement does not utilize any set-aside designations and operates under NAICS code 811210 with a small business size standard of $34.0 million. Illumina, Inc. is identified as the incumbent contractor and sole source provider due to their proprietary manufacturing status. The maintenance contract includes comprehensive coverage with parts, labor, travel, reagent replacement, preventive maintenance, remote technical support available 18 hours per day for 5 days per week, and a 2-business-day average on-site response time. The contract period of performance will be for a base year of twelve months from the date of award, and the NextSeq 2000 Silver Support Plan also includes software and hardware updates, on-site applications support, training discounts, and remote monitoring capabilities.
