About this opportunity
The U.S. Army Contracting Command-New Jersey (ACC-NJ), on behalf of the U.S. Army Combat Capabilities Development Command-Armament Center (DEVCOM-AC), intends to procure enterprise-level AutoDesk software license renewals and maintenance services. The procurement is limited to a brand name only requirement under Federal Acquisition Regulation (FAR) 8.405-6(A)(1)(i)(B) and FAR 8.405-6(b)(1), restricting competition to a single source. The resultant contract will be awarded as a Firm Fixed Price commercial call order through the Department of Defense Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA). The supporting justification documentation indicates that the requirement encompasses multiple AutoDesk products including the Product Design & Manufacturing Collection, AutoCAD with specialized toolsets, Moldflow Insight Ultimate and Synergy, 3ds Max, and AutoCAD LT in both multi-user and single-user configurations. A Request for Quote (RFQ) is anticipated to be issued following this pre-solicitation notice, with January 19, 2026 serving as the deadline for this synopsis submission period.
This procurement contains no small business set-aside designation and is directed to DLT Solutions, LLC (Herndon, Virginia), the only authorized AutoDesk distributor under the DoD ESI contract. The award period of performance is twelve months, and the government has already determined anticipated costs to be fair and reasonable based on market research conducted in July-August 2025. DLT Solutions was confirmed as the sole source capable of providing the required software maintenance through the DoD ESI BPA. The requirement is driven by the Weapons Software Engineering Center (WSEC) at Benet Laboratories Directorate, which has long-standing utilization of AutoDesk software with engineers extensively trained on the platform. The justification also notes that AutoDesk software is widely used in engineering education and DoD information assurance processes, supporting the determination that this procurement is in the best interest of the government.
