About this file

This Memorandum for Record documents a sole-source contract action for Autodesk software license maintenance for the Weapons Software Engineering Center (WSEC) Benet Laboratories Directorate. The contract will be awarded to DLT Solutions, LLC, the only authorized Autodesk distributor on the DoD Enterprise Software Initiative (ESI), for a 12-month period. The software maintenance covers multiple Autodesk products, including Product Design & Manufacturing Collection, AutoCAD (with specialized toolsets), Moldflow Insight Ultimate and Synergy, Autodesk 3ds Max, and AutoCAD LT, in both multi-user and single-user configurations.

The justification for sole-source procurement is based on the laboratory's long-standing use of Autodesk software, engineers' extensive training on the platform, and the software's widespread use in engineering education and DoD information assurance processes. Market research conducted between July-August 2025 confirmed DLT Solutions as the only source capable of providing the required software maintenance through the DoD ESI EPA contract. The contracting activity determined the anticipated cost to be fair and reasonable, with the procurement deemed in the best interest of the government.

5. Reasons for Authority Cited:

Autodesk software is a rapid speed application used by the mechanical industry for design and engineering.

Although other similar software tools are available, Autodesk software is the most viable since WSEC Benet Laboratories Directorate has been using this software for many years; therefore, WSEC Benet Laboratories Directorate engineers are fully trained in the use of this software tool.

Additionally, Autodesk is taught in a vast majority of colleges for engineering. Autodesk software is also part of applications that are currently approved by the Department of Defense (DoD) information Assurance Certification and Accreditation Process (DIACAP) and Risk Management Framework (RMF) here at Picatinny, New Jersey

(NJ).

Due to the proprietary nature of the software, DLT Solutions is the only authorized distributor of Autodesk on DoD Enterprise Software Initiative (ESI). If this justification were not approved, Also, this software continues to be used in several domains that include ISO 9000 processes, life cycle management and revision control to technical documents directly affecting development and engineering under WSEC Benet Laboratories Directorate’s missions.
