About this opportunity
The Department of the Navy Naval Supply Systems Command is conducting market research for maintenance, repair, and preservation services for the Harbor Tug Medium YT-810 Deception at a contractor's facility located in the Puget Sound, WA region. The procurement involves comprehensive vessel maintenance including hull preservation, ultrasonic and visual inspections, tank system testing, lighting repairs, and hydraulic hose replacements. Interested companies must submit a five-page letter of interest by 12:00 PM PT on May 22, 2025, which includes company contact information, business size classification, performance record, and organizational capabilities. The evaluation will focus on companies' ability to meet technical requirements, demonstrate relevant past performance within the last three years, and provide detailed insights into their operational controls and technical skills. Respondents must address specific questions about their business size, performance history, organizational capabilities, and intent to submit a future proposal.
The pre-solicitation notice indicates no specific set-aside designation for small businesses, though companies must qualify under NAICS code 336611 with 1,300 or fewer employees to be considered a small business. The estimated period of performance spans February 2026 through April 2026, covering maintenance of a 90-foot steel hull vessel with a full displacement of 494 long tons. The government will handle vessel transportation to and from the contractor's facility, with the contractor responsible for extensive repair and preservation work. Importantly, this sources sought announcement is purely for information gathering and does not constitute a formal Request for Proposal, with respondents advised that no compensation will be provided for response preparation.
