About this opportunity

The Department of the Navy Naval Supply Systems Command is conducting market research to identify potential contractors for maintenance, repair, and preservation services for the Harbor Tug Manhattan (YT-800) at a facility located in the Puget Sound, WA region. The scope of work includes comprehensive vessel maintenance such as hull cleaning, blasting, preservation, visual and ultrasonic inspections, electrical and mechanical system repairs, and specific alterations like replacing generator sets, modifying deck plates, and upgrading electrical distribution systems. Interested companies must submit a letter of interest by 12:00 PM PT on December 11, 2024, which includes company details, capabilities, and responses to specific questions about business size, performance history, and organizational capabilities. The evaluation will assess respondents' technical skills, operational controls, and ability to meet the specialized maritime repair requirements. This sources sought notice is for information and planning purposes and does not constitute a formal Request for Proposal.

The contract opportunity is not set aside for small businesses, though companies must qualify under NAICS code 336611 with 1,300 or fewer employees to be considered a small business. The vessel is 109 feet long, 60 years old, with a full displacement of 356 long tons, and requires repairs at a contractor's facility. The estimated period of performance is from June 2025 through September 2025, focusing on comprehensive vessel rehabilitation. While no specific award value is mentioned, the extensive scope of work suggests a significant maritime repair contract. The government will furnish specific materials including a bow rubber, two generators, air compressors, and switchboard equipment. Potential contractors must demonstrate capability to perform complex maritime repair and alteration work, with a preference for facilities in the specified Puget Sound geographic region.
