About this opportunity
The Department of the Navy Naval Supply Systems Command seeks continued service, maintenance, and consumable supply for 75 multifunction devices currently in operation, with quotes due July 30, 2026 at 10:00 a.m. EST. This procurement is designated Women-Owned Small Business (WOSB) set-aside and unrestricted, though a concurrent sole-source justification names CTI—Cartridge Technologies, LLC as the intended recipient based on equipment ownership and proprietary parts exclusivity.
Place of performance is Norfolk, Virginia, with equipment distributed across Naval installations including Portsmouth VA, Virginia Beach VA, Groton CT, Newport RI, Mechanicsburg PA, Indian Head MD, Yorktown VA, and Kittery ME. The requirement covers two line items: Item 0001 provides service for 20 units over four months (August 1–November 30, 2026) and Item 0002 covers 55 units over three months (September 1–November 30, 2026), both priced on a firm fixed-price monthly basis. The estimated cost is $38,294.46 for the performance period.
Services include full-service coverage with replacement parts, maintenance kits, fuser assemblies, rollers, and labor; consumables management covering OEM or approved-equivalent toner, developer, waste toner containers, and staples; on-demand technical repair; firmware and security compliance updates; and remote and help desk support. Work may be conducted during normal business hours (0700–1600, Monday–Friday). Contractor personnel must obtain Department of Defense Common Access Cards (CAC), complete background investigations (NACLC/T3 or equivalent), comply with HSPD-12 standards, and maintain annual Cyber Awareness training. Employees require U.S. citizenship or permanent residency. Evaluation prioritizes price reasonableness against prior contract history. Partial quotes render the quotation ineligible. NAICS 811210; PSC J074. Contracting Officer: Christopher Whiteside (christopher.d.whiteside2.civ@us.navy.mil, 757-443-0780).
Notice text
The requirement is for the continued service, maintenance, and supply of consumables for the existing multi-function devices (MFDs) currently in operation (75 units total). The contractor shall provide all labor, materials, tools, and supervision necessary to perform continuing service, technical support, emergency service calls, and repairs on all covered MFD equipment. In alignment with the prior DLA contract, the contractor shall provide ongoing, comprehensive support for all covered MFDs to ensure maximum uptime and operational continuity.
