About this opportunity

The Naval Sea Systems Command is conducting market research to identify contractors capable of providing comprehensive maintenance services and material support for government-owned vehicles, non-tactical vehicles, and government-furnished equipment at NSWC Crane. The procurement encompasses annual preventive maintenance for Mine-Resistant Ambush Protected (MRAP) military vehicles, HMMWV units, and various all-terrain and support vehicles, with maintenance technicians required to meet Army MOS 91B (Wheeled Vehicle Mechanic) qualifications or equivalent Automotive Service Excellence certification standards. Contractors must be capable of performing maintenance according to specific technical manuals (9-2320-387-10, 9-2355-106-10, and 11202D-O1) with emphasis on electrical, braking, and structural elements, and must provide tire and wheel service at both local locations within 50 miles of NSWC Crane and remote locations through subcontracting arrangements. The government is using this Sources Sought announcement as a market research tool in accordance with FAR 15.201(d) to assess industry capability before formal solicitation, and potential respondents should submit their responses by the March 27, 2026 deadline using the provided Market Research Questionnaire to address business qualifications, certifications, subcontracting capabilities, and commercial references.

This pre-solicitation notice includes no set-aside designations and does not identify any incumbent contractors or current award values. The questionnaire requires respondents to address whether their standard commercial offerings require modifications and whether such modifications are customarily available in the commercial marketplace, indicating the government's preference for commercial solutions where feasible. The vehicle fleet includes MRAP units with specifications such as heights of approximately 13 feet, lengths of 21 feet, widths of 10 feet, and weights of 54,000 pounds requiring diesel fuel (DF-1 or DF-2 only), along with non-tactical vehicles including all-terrain vehicles and trailers with maximum curb weights of 10,000 pounds. No specific award value or contract quantity is provided in this sources sought notice, as this announcement is designed to gather preliminary market intelligence before the formal solicitation process commences. The Department of the Navy classified this opportunity under NAICS 441210 (Recreational Vehicle Dealers) and PSC code L023 (Technical Representative—Ground Effect Vehicles, Motor Vehicles, Trailers, and Cycles).
