About this opportunity

The CDC's National Center for HIV, Viral Hepatitis, STD, and TB Prevention intends to award a sole-source purchase order to Mobomo, LLC for maintenance of STI Treatment Guidelines mobile applications (Android and iOS) and administrative backend panel, with capability statements due by August 7, 2026. No competitive solicitation will be posted on sam.gov; the Government will issue only one solicitation to the identified entity, though responsible sources may submit written capability statements by the closing date for consideration in determining whether to conduct a competitive procurement.

The estimated contract value is $101,180.10 under FAR 13.106-1(b)(1) (only one source reasonably available). Mobomo, LLC developed the applications and backend system under a prior expert IT services contract and remains the sole vendor with expertise in the existing platform. The CDC initially planned to in-source maintenance to its Office of Communications; however, that branch was eliminated in April 2025, removing the alternative. Transferring the application to another vendor would disrupt service availability and potentially harm patients seeking STI treatment guidance. The award is structured as a one-year emergency extension pending extensive guideline updates and future recompete, with market research deferred. Work is performed under NAICS 541511 (Custom Computer Programming Services) and PSC DA01 (IT and Telecom—Business Application/Application Development Support Services Labor). Inquiries must be submitted in writing to Contracting Officer Debra Baker at vyh1@cdc.gov.
