About this opportunity
The Department of State Office of Acquisition Management has awarded a sole-source bridge contract to Amentum Services Inc. for specialized rotary-wing aircraft maintenance and technical support for UH-60 Black Hawk helicopters supporting the INL Aviation Division Program in Colombia, with an estimated contract value of $20 million.
The justification cites 41 USC 3304 and FAR 6.103-2 (Unusual and Compelling Urgency). The current contract expired September 16, 2026, and the anticipated competitive contract will not be in place by that date due to a protest of the competitive procurement. Amentum possesses specialized aviation maintenance personnel, technical expertise, established processes, and in-depth knowledge of Black Hawk fleet operations and U.S. Department of State airworthiness requirements specific to Colombia operations. The contractor is responsible for maintaining the UH-60 fleet in safe, airworthy, and mission-ready condition in accordance with Department of State airworthiness standards; maximizing aircraft Ready for Tasking and minimizing downtime; providing continuous maintenance, technical, safety, and logistical support at fixed and mobile operating locations; delivering on-the-job training and technical knowledge transfer to local maintenance personnel; and maintaining accurate maintenance records and readiness reporting. The period of performance is six months. Place of performance includes fixed and mobile operating locations in Colombia. A full and open competition for the permanent requirement is underway with anticipated award by March 16, 2027. The Contracting Officer determined the anticipated cost is fair and reasonable based on GSA pricing agreements.
