About this opportunity
The United States Department of Naval Medical Research Command (NMRC) intends to award a sole source maintenance service contract to BD Biosciences of Milpitas, California for a BD Symphony A1 flow cytometry system and FACS Flow Supply System. The procurement covers comprehensive maintenance services including two preventive maintenance inspections annually, unlimited service visits Monday through Friday (excluding BD holidays), 48-hour guaranteed emergency response with a $500 credit for failures, unlimited telephone support, software revisions, and all necessary parts excluding consumables. While this is structured as a sole source procurement, the government has indicated it will consider all responses from interested parties. The contract will be procured under FAR Part 12 Commercial Items guidelines with NAICS code 811210, and all contractors must be registered in the Systems for Award Management (SAM) database. The solicitation was posted on September 17, 2025, with responses due by October 2, 2025.
This opportunity has no set-aside designation and BD Biosciences appears to be both the incumbent and intended sole source contractor as the original equipment manufacturer. The contract structure includes one base year plus four option years, with the government's justification document indicating a base year cost of approximately $XX,XXX.XX (amount redacted) and noting that $17,108.28 has already been invested in this equipment since FY24. The procurement covers maintenance for two specific systems: one BD Symphony A1 unit (Serial #R664892000042) including lasers and computer workstation, and one FACS Flow Supply System (Serial #349277N0530), with workstation printers explicitly excluded from coverage. Services will be performed at the Naval Medical Research Command facility located in Silver Spring, Maryland 20910.
