About this opportunity

The U.S. Army Corps of Engineers, New England District, Contracting Division in Concord, Massachusetts, is soliciting maintenance dredging of the Isle au Haut Thoroughfare Federal Navigation Project under a Total Small Business set-aside, with bids due November 10, 2026 at 1:00 PM Eastern Time under solicitation W912WJ27BA003. Award is anticipated to a small business under FAR Part 19. The procurement is classified under NAICS 237990, Other Heavy and Civil Engineering Construction, and PSC Y1QA.

The work is located between Isle au Haut and Kimball Island, Maine, about six miles southeast of Stonington and 25 miles east of Rockland. Dredged material is placed at the Flake Island Disposal Site. The contractor must remove approximately 3,355 cubic yards (1,183 required plus 2,172 overdepth) of compacted coarse sand, gravel, cobbles, and isolated small boulders to -6 feet MLLW, plus 1 foot advance maintenance and 1 foot allowable overdepth. The allowable dredging window is September 15 to April 1. The source requires a mechanical dredge capable of digging highly compacted material. Amendment 0004 permits hydraulic clamshell-bucket material handlers, but the contractor must demonstrate sufficient downward force during the Responsibility Determination prior to award, accounting for approximately 10-foot tide swings.

The bid schedule includes Item 0001, mobilization and demobilization (1 job, unit price); Item 0002AA, the first 1,180 cubic yards of dredging and disposal; and Item 0002AB, dredging and disposal over 1,180 cubic yards (2,170 CY). Bidders must bid all items. Award is made as a whole to one bidder based on the total estimated amount for Line Items 0001 and 0002. The estimated price range is $1 million to $3 million.

Bids must be submitted electronically through the PIEE Solicitation Module. Paper copies, CDs, emails, and facsimiles are not accepted. Bid opening occurs at 2:00 PM Eastern Time via Microsoft Teams. The original bid guarantee under FAR 52.228-1, with wet signature and raised seal, must be mailed to the Bid Opening Official at 696 Virginia Road, Concord, MA 01742, by the bid opening time. Bidders must complete annual Representations and Certifications in SAM and comply with FAR 52.219-14 Limitations on Subcontracting.

Amendment 0003 states the superintendent must have at least 10 years of construction experience, including 5 years as superintendent on similar projects, and familiarity with EM 385-1-1. It requires a dredging production rate of not less than 4,000 cubic yards per 30-day calendar period, working 24 hours daily, and an Initial Project Schedule within 5 days of Notice to Proceed. It also requires DQM certification and automated real-time telemetry hardware. Amendment 0005, issued November 6, 2026 and signed by Contracting Officer Erin E. Bradley, corrects the disposal site name to Flake Island and does not extend the deadline. Maxwell Oxendine is the contact at maxwell.m.oxendine@usace.army.mil or 978-318-8256. The Isle au Haut Thoroughfare Federal Navigation Project, located between Isle au Haut, Maine and Kimball Island, Maine on the outskirts of Penobscot Bay, about six miles southeast of Stonington and 25 miles east of Rockland. The Federal Navigation Project consists of a -6-foot Mean Lower Low Water (MLLW) deep by 75-foot wide extending 1,200-foot in length through the shoal in the thoroughfare. The proposed work consists of mechanically dredging approximately 3,355 cubic yards (cy) (1,183 cy required, plus 2,172 cy overdepth) of shoaled material consisting of highly compacted coarse sand and gravel, with areas of cobbles and isolated small boulders from the channel. Due to the material type, a mechanical dredge with the ability to dig highly compacted coarse sand and gravel will be required. The proposed action is to dredge to the authorized depth of -6-foot MLLW plus an additional 1-foot of required advance maintenance with an additional allowable 1-foot of overdepth (e.g. -7-foot MLLW required + 1-foot allowable OD). One-time, advanced maintenance is approved for the entirety of the 1200-foot long authorized channel. The dredged material will be placed at the Flake Island Disposal Site (FIDS) which is approximately 1 nautical mile northwest of the FNP. Placement of the dredged material (sand, gravel and cobble) at Flake Island Disposal Site will benefit both juvenile lobster habitat and juvenile cod by increasing the areas habitat complexity. The anticipated allowable dredging window is between September 15 and April 1 to avoid impacts to spawning shellfish, benthic resources, Essential Fish Habitat (EFH) of federally managed species, threatened and endangered species and interactions with mobile fishing gear.
