Section 00 21 13 - Instructions to Bidders
Miscellaneous text in this section has been added to:
REQUEST FOR INFORMATION
1. Resident Engineer's Temporary Office & 5-Vehicle Parking (Section 01 50 00, Paragraph 3.3):
Paragraph 3.3 requires the Contractor to provide a 200 sq. ft. temporary office space with utilities, high-speed internet, and parking for up to five (5) vehicles within one (1) mile of the work area.
Because the work area is located between Isle au Haut (an unbridged island with passenger-only mailboat service) and privately owned Kimball Island, establishing a land-based office with 5 vehicle parking spaces within 1 mile of the channel is logistically prohibitive, for a project with a total estimated dredge quantity of only 3,350 CY. Will the Government waive the requirement for a land-based Resident Engineer office trailer and 5-vehicle parking area within 1 mile, or alternatively allow the Contractor to locate the office on the mainland in Stonington, ME (or aboard one of our jack up barges that can provide a fixed platform)?
The contractor may locate the office location within 1 mile of 'pickup' site while on mainland.
Please see revised specification Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS (30 October 2026), Paragraph 3.3 section dated 30 OCT 2026.
2. National Dredging Quality Management (DQM) Program Requirements (Sections 35 20
23.13 & 35 20 23.43):Given the very small total estimated volume of 3,350 CY (which represents approximately 6 to 12 scow loads total), will the Government require full National DQM Program certification and automated real-time telemetry hardware on both the mechanical excavator dredge and the dump scow(s), or will an alternative vessel tracking / RTK-DGPS bucket positioning and manual scow draft logging method be acceptable to satisfy the Maine DMR haul-route monitoring?
This requirement remains unchanged; the Government requires full DQM certification and automated real-time telemetry hardware.
3. Key Personnel Dual-Hatting (Sections 01 11 00, 01 35 26, and 01 45 00):
Sections 01 11 00 (Para. 1.7.g), 01 35 26 (Para. 1.7.3.g), and 01 45 00 (Para. 1.6.2.1) prohibit the Project Superintendent, CQC System Manager, and Level One SSHO from holding dual roles.
Given the small footprint and short active dredging duration required to excavate 3,350 CY, will the
W912WJ27BA0030003
Government permit a qualified individual to dual-hat as either Project Superintendent/SSHO or Project Superintendent/CQC Manager?
This requirement remains unchanged.
4. Dredging Period Cutoff vs. Contract Completion Period (SF 1442 Block 11 & Section 01 11 00, Para. 1.3):
SF 1442 Block 11 specifies a mandatory performance period of 120 calendar days after receipt of Notice to Proceed (NTP). However, Section 01 11 00, Paragraph 1.3.3 states that all dredging and disposal work (including any corrective dredging) must be completed by 1 March 2027. With bid opening scheduled for 10 November 2026, followed by contract award, bonding, NTP, and 30-day pre-construction submittals (such as the Dredging Operation Plan under Section 35 20 23 Para.
3.3.1), the window prior to 1 March 2027 will be significantly less than 120 calendar days. Will the 30-day review period for the Dredging Operation Plan and other pre-construction submittals be expedited after NTP so that on-site dredging can commence promptly?
The Government will make every effort to conduct reviews in a timely and efficient manner. The ability for the Government to provide a quick turnaround is highly dependent on the contractor providing quality submissions.
5. Initial Project Schedule Submittal Deadline (Section 01 11 00):
Section 01 11 00, Paragraphs 1.3 and 1.5 state that the Initial Project Schedule must be submitted within 5 calendar days after receipt of NTP, whereas Paragraph 1.8.4.3(c) states it must be submitted within 30 calendar days after NTP. Please confirm which deadline governs.
The Government has confirmed the 5 day requirement. Please see revised specification Section 01 33 00 SUBMITTAL PROCEDURES (30 October 2026), Paragraph 1.6 dated 30 OCT 2026.
6. PIEE File Naming Convention (Section 00 21 00):
The file naming convention example in Section 00 21 00 references W912WJ26BA016- FIRMNAME-VOLUME I. Please confirm that offerors should use the current solicitation number (W912WJ27BA003-FIRMNAME-VOLUME I) when uploading bid files to PIEE.
Offeror should use solicitation number W912WJ27BA003.
7. Hard Copy Submittal Requirement (Section 01 33 00 vs. Section 01 45 00.15/25):
Section 01 33 00, Paragraph 1.6 states that in addition to electronic PDF submittals, the Contractor must provide seven (7) hard copies of all submittals. Please confirm whether electronic submission satisfies the submittal requirement without the need for 7 paper copies.
Paper copies will not be required. Please see revised specification Section 01 11 00 SUMMARY OF WORK (30 October 2026), Paragraph 1.8.4.3.c dated 30 OCT 2026.
8. Bid Opening Date
I am curious when the Isle Au Haut Dredge project bids, Amendment 3 stated it was postponed until 11/10 but then deleted, can you tell me when it is it to bid?
The bid submission date remains 11/10/2026.
