About this file

This is Amendment 0004 to Solicitation W912WJ27BA003, issued by the U.S. Army Corps of Engineers (USACE) New England District Contracting Division on November 5, 2026. The amendment is necessary to respond to Requests for Information (RFIs) and addresses dredging equipment specifications outlined in Section 01 11 00 of the contract.

The primary change documented in this amendment clarifies requirements regarding mechanical excavator-type dredging equipment with hydraulic clamshell buckets. The government clarified that material handlers equipped with hydraulic clamshell buckets—which provide both hydraulic downward pressure and hydraulic closing functionality—are acceptable alternatives to the original specification prohibiting clamshell buckets. However, contractors must demonstrate during the Responsibility Determination prior to award that the configured machine and bucket can deliver sufficient downward force to remove specified materials while accounting for material type, channel depth, and approximately 10-foot tide swings, and while meeting or exceeding all contract production requirements. The contracting officer is Maxwell Oxendine, reachable at maxwell.m.oxendine@usace.army.mil or 978-318-8256. All other contract terms and conditions remain unchanged and in full force and effect.

REQUEST FOR INFORMATION

1. Mechanical Excavator-Type Dredging Equipment / Hydraulic Clamshell Bucket (Section 01 11 00, Paragraph 1.2):

Specification section 01 11 00, sub-section 1.2 states "The work shall be performed with mechanical excavator-type dredging equipment capable of applying sufficient downward pressure to remove the material described, and scow(s). Clamshell buckets must not be used.". Will a material handler (excavator-type dredging equipment) with a hydraulic clamshell bucket, that provides both hydraulic downward pressure and hydraulic closing of the bucket, meet the requirements of this performance specification?

The government has no objection to the use of a material handler. However, if requested during the Responsibility Determination prior to award, the contractor must demonstrate that the configured machine and bucket can deliver the necessary downward force to remove the specified material--considering the material type, channel depth, and ~10-foot tide swing--while meeting or exceeding all contract production requirements.
