About this opportunity
The U.S. Army Corps of Engineers Philadelphia District is soliciting bids for maintenance dredging of the New Jersey Intracoastal Waterway (NJIWW) and adjacent New Jersey waterways, including federal channel dredging to clear shoals, dike building for material containment, and placement activities involving beneficial use and marsh restoration alternatives. The contract requires dredges with pump discharge flanges between 12-14 inches inside diameter, with the government providing disposal facilities including upland confined disposal facilities and beneficial use alternatives in coastal and marsh environments. Contractors must be registered in the System for Award Management (SAM) and submit bids through the PIEE Solicitation Module, with a 20% bid guarantee required and compliance with Davis-Bacon wage rates. The solicitation was issued on July 10, 2025, with bids due on August 11, 2025 at 2:00 PM local time. Dredging activities are restricted to specific environmental work windows, such as September 15 to April 15 for Cape May Ferry and July 1 to February 28 for Cape May Harbor.
This procurement is designated as a 100% small business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $37.0 million. According to the bid abstract, Barnegat Bay Dredging Co., Inc. was the sole offeror with a base bid of $11,042,967.38, significantly exceeding the government estimate of $7,647,700.00. The total project value including options reaches $11,659,176.36 compared to the government estimate of $8,148,077.50, with the disclosed magnitude ranging between $5,000,000 and $10,000,000. The contract includes a 650-calendar day performance period from Notice to Proceed, though there appears to be conflicting information indicating 240 calendar days in some documentation. Work will be performed across multiple counties in New Jersey including Atlantic, Cape May, and Ocean Counties, covering various waterway segments from different markers along the NJIWW and adjacent areas such as Cape May Harbor and Oyster Creek.
