STATEMENT OF WORK: Maintenance and Repair Service for Retractable Security Bollards and Barriers
This Statement of Work establishes requirements for quarterly preventive maintenance and repair services of retractable security bollards and barriers at two locations: the United States Holocaust Memorial Museum (USHMM) in Washington, DC, and the Shapell Collections, Conservation and Research Center (SCCRC) in Bowie, Maryland. The contract covers maintenance and repair of three RSS-2000 Wedge barriers (electric) on the 14th and 15th street ramps; two sets of Array RSS 4000 Bollard sets (electric) at the RAC parking lot with annual full pull-ups required per manufacturer specifications; two sets of vehicle gates with electric drive and remote control at USHMM; two Nastaka electric plate barriers at the SCCRC parking lot entrance; and two Liftmaster sliding vehicle gates with Hercules electrical operators at the SCCRC. The contractor must provide all labor and materials for quarterly maintenance per manufacturer specifications, with preventive maintenance scheduled at least one week in advance with the Contracting Officer's Representative (COR).
The contract period consists of a base year plus four one-year option years for a total of 60 months, with the Museum retaining unilateral extension rights exercisable with 30 days' written notice. The contractor must respond to emergency calls within four hours and provide additional repair services within 24 hours. Same-day repairs are required provided materials do not need to be ordered and costs do not exceed $3,000; repairs requiring material orders require detailed proposals including cost and material delivery estimates. The contractor must schedule a mandatory pre-proposal site visit and bears full responsibility for damages to Museum property. No subcontractors may be used without COR approval. Evaluation factors include past performance (three relevant projects with agency contact information, period of performance, dollar value, and contract number/type), technical approach demonstrating comprehensive understanding of mechanical, hydraulic, pneumatic, and electromechanical systems, and completed pricing schedule with discount terms. Past performance and experience are significantly more important than cost. Drivers and operators must possess valid state and local licenses and will be verified against a contract employee list maintained by the COR before property access is granted. Monthly invoices must be submitted electronically to accountspayable@ushmm.org with a copy to the COR.
