About this opportunity

The Department of the Army's Mission and Installation Contracting Command (MICC) is seeking a contractor to provide comprehensive maintenance and repair services for elevators, dumbwaiters, material lifts, and wheelchair lifts at Fort Liberty and surrounding military installations in North Carolina. The contract requires the successful bidder to furnish all labor, parts, equipment, and personnel necessary to perform quarterly, annual, and 5-year testing and inspections on over 209 pieces of elevating equipment. Key contract requirements include compliance with industry standards, manufacturer specifications, and the ability to address demand maintenance work orders. While specific evaluation criteria are not explicitly detailed, the government will likely assess contractors based on their technical capabilities, past performance, and ability to meet the comprehensive maintenance requirements outlined in the Performance Work Statement. The pre-solicitation notice indicates a solicitation due date of February 18, 2025, with the contract expected to begin shortly thereafter.

The procurement is potentially set aside for small businesses under NAICS code 238290 (Other Building Equipment Contractors), contingent upon receiving at least two qualified small business responses. The incumbent contractor is the U.S. Army Corps of Engineers, currently operating under contract W912PM19C0023. While no specific award value is mentioned, the size standard for the NAICS category is $22 million, suggesting the potential scale of the contract. The scope of work covers 209 pieces of equipment across multiple facilities, including 179 elevators (30 traction and 149 hydraulic), 21 material lifts, 6 wheelchair lifts, and 2 dumbwaiters. The contract will include a 30-day phase-in and phase-out period, with the government encouraging responses from various small business categories, including 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), HUBZone, and Women-Owned Small Businesses (WOSB).
