About this opportunity
The United States Marine Corps is seeking support services for the Marine-Air Ground Task Force (MAGTF) Staff Training Program (MSTP) through a Request for Information (RFI) pre-solicitation notice posted on January 15, 2026. The procured services will enable MSTP to deliver comprehensive training in MAGTF operations across the range of military operations within Joint and/or Combined Task Force environments to improve warfighting skills of senior commanders and their staffs. Required capabilities span seven functional areas: Computer and Information Systems, Exercise Design, MAGTF Analytics, Modeling and Simulation, Security, Documentation and Publication Support, and Command and Control/Information Management/Knowledge Management. Contractors must demonstrate the ability to support security clearances up to Top Secret/Special Compartmented Information levels, manage significant travel requirements across multiple military locations including Quantico, Camp Lejeune, Camp Pendleton, Twentynine Palms, Camp Smith, and Camp Smith in Okinawa, and provide NIPRNet laptop computers compatible with Marine Corps Enterprise Network. The deadline for submitting the Contractor Information Form and Capability Statement is 5:00 PM ET on February 20, 2026, with an Industry Day held on February 11, 2026, and advance questions due by 5:00 PM ET on February 4, 2026.
This procurement is designated as a Total Small Business set-aside, with the current incumbent being Obsidian Solutions Group, LLC under Task Order M67854-23-F-8006. The contract will be structured with a base year plus four 12-month option years, with performance running from March 2027 through March 26, 2032. Eligible contractors must fall under NAICS codes 541330 (Engineering Services) with a size standard of $25.5 million or 561990 (All Other Support Services) with a size standard of $16.5 million. The Government is evaluating contracting approaches including potential use of the Seaport vehicle rather than continuing with the existing MTSS IDIQ and anticipates releasing the final RFP in the third quarter of FY2026 with award anticipated thereafter. The Government encourages early teaming arrangements including Service-Disabled Veteran-Owned Small Business (SDVOSB) participation and has identified recruiting qualified personnel with relevant experience as the primary customer pain point to be addressed in the follow-on contract.
