| Sub Elements What are the specific actionable results required to support this objective? | 1 | Develop, review, and update academic classes, with speaker notes, for exercise warfighting seminars and PME to familiarize Training Audiences with joint and USMC doctrinal theory and concepts and improve MEB/MEF level MAGTF Operations within a joint and combined operational environment. (See Note 1) | Notes: |
(1) MSTP typically supports 2 major PME events per year, each of which lasts 12 days, that consists generally of delivering academic classes, question and answer periods, mentoring and coaching students, providing functional area subject matter expertise in MAGTF Operations and Joint/Combined Operations and emerging MAGTF/joint capabilities and concepts.
(2) MSTP supports up to 4 WFS per year and each is about 3‐5 days in length. Presentation of academic classes, mentoring and coaching students, providing expertise in functional areas related to MAGTF Operations and Joint/Combined Operations, and provide expertise regarding emerging MAGTF/joint capabilities and concepts. Daily interaction throughout the WFS period is expected. Availability of instructor or function experts to provide one on one or small group guided discussions on specific functional topics may be required.
(3) These activities are typically provided during the Exercise Planning Practical Application (PPA) event which lasts 10‐14 days.
(4) Comprehensive functional and cross‐functional reviews of Training Audience Orders consist of up to 1000 pages of Operations Order‐style documentation.
(5) Operations Orders reviews are generally conducted over a period of 10‐12 working days and consist of an Executive Summary of major observations/issues, and embedded comments administrative, substantive, and critical comments incorporated within the training audience's Microsoft‐based products. MSTP ordinarily conducts up to 4 orders review activities per year.
(6) Up to 4 MAPEXs may be conducted per year (in conjunction with exercises), consisting of 1‐2 transition drills per exercise, with each drill lasting from 3‐5 days. Preparation for event requires developing understanding of Training Audience SOPs and orders as well as applicable USMC/joint doctrine. Preparatory work may also require developing training materials to educate and manage activities (e.g. unit symbol cards, excel spreadsheets, power point overviews, etc.).
(7) Culminating events at the end of an MSTP exercise life cycle may be collectively referred to as a Final Exercise (FINEX). MSTP conducts up to 4 culminating exercises per year. These activities lasts 16 days including travel, analyst preparation (reviewing Training Audience SOPs, policies, and operations orders, and participating in internal synchronization meetings and Force Integration Training (FIT) preparatory actions), training audience preparation (e.g. Force Integration Training), rehearsal, and CPX/MRX.
(8) MSTP typically conducts 1 internal AAR per MSTP exercise and 1‐2 follow‐up working groups per year. As part of the MSTP exercise life cycle, MSTP representatives develop a collection plan for each exercise. The Collection Plan is developed based on Mission Essential Tasks for a MEB‐/MEF‐level MAGTF, and training objectives and goals for the exercise. Analysts must collect and document observations, analysis, trends, impacts, and supporting facts from all sources during the exercise; develop sustaining and improving topics by functional area; and support the completion of the FER with 2‐page minimum write‐up of major observations, supporting facts, and impacts on MAGTF Operations.

| What are the specific actionable results required to support this objective? | 1 | Create (new) and/or modify (existing) USMC doctrinal publications for which MSTP is assigned as the service proponent. (See note 3) | Notes: |
(1) Based on the complexity and the anticipated review cycle for MSTP assigned doctrinal publications/MSTP‐published training pamphlets, a qualified doctrine developer/editor can reasonably be expected to yield effective support for between 6 to 10 publications.
(2) Service doctrine is located at the following common access card enabled website: https://homeport.usmc.mil/sites/mcdoctrine/SitePages/Home.aspx?%20. Service doctrine consists of: Marine Corps Doctrinal Publications (MCDPs), Marine Corps Warfighting Publications (MCWPs), Marine Corps Reference Publications (MCRPs), and Marine Corps Interim Publications (MCIPs). The Joint Electronic Library contains joint doctrinal publications. The Joint Electronic Library can be found at the following URL: https://homeport.usmc.mil/sites/mcdoctrine/SitePages/Home.aspx?%20. Marine Corps concepts are defined in Combat Development and Integration (CD&I) Instruction 5401.1 ‐ Concept Development. Concepts consist of Capstone Operating Concepts, Subordinate Operating Concepts and Functional Concepts. Additional applicable concepts include Concepts of Operation (CONOPS) and Concepts of Employment (COE). Marine Corps concepts can be found at the following URL: http://www.candp.marines.mil/concepts/.
(3) The processes and procedures associated with printing, high speed‐high volume duplicating (i.e., full‐color printing and/or reproduction at speeds exceeding 55 pages per‐minute (PPM) or black and white capabilities exceeding 75 PPM), and document reproduction, including digitization in electronic formats, are hereinafter referred to collectively as document services. Marine Corps units and activities are required to use the supporting Combat Camera (COMCAM) as the first source for production printing, and then local DLA Document Services (DLADS). Printed documents will be reduced to the extent practicable, and electronic distribution only (EDO) should be the singular or augmenting dissemination means in lieu of printing hard copy documents whenever possible. Marine Corps commands and activities are prohibited from acquiring document services from commercial vendors. Subject to the guidelines set forth above, the inclusion of limited non‐production printing contained herein shall not be interpreted or used for the purposes of circumventing the foregoing with respect to production printing. Therefore, requests for reimbursement for document services obtained by the Contractor from a third‐party (i.e., printing, high speed‐high volume duplicating and/or document reproduction) as Other Direct Costs, or via any other means, is expressly not authorized or allowed and any costs incurred for document services will not be reimbursed.
