About this file
This file is an industry day briefing presentation for the MAGTF Staff Training Program (MSTP) Support Services contract opportunity, presented on February 10, 2026. The briefing provides foundational information about MAGTFs and the MSTP mission to train senior Marine Corps commanders and their staffs in MAGTF operations across the full spectrum of military operations within Joint and/or Combined Task Force environments.
The briefing explains that MAGTFs are the Marine Corps' principal organization for conducting missions and comprise balanced, combined-arms force packages with organic command, ground, aviation, and sustainment elements under a single commander. It outlines MAGTF roles including forward-deployed deterrence, stability and support operations, allied training, amphibious operations, and sustained operations ashore. The presentation details MAGTF scalability, ranging from Marine Expeditionary Forces (20-90K personnel) for winning nation's battles, to Marine Expeditionary Brigades (3-20K) for crisis response, Marine Expeditionary Units (1.5-3K) for promoting peace and stability, and Special Purpose MAGTFs (100K+) for accomplishing specific missions. The briefing emphasizes that information presented is for informational purposes only and is not contractually binding, directing potential contractors to review the RFP and corresponding attachments as the official source document for requirements.

The basis for the MSTP origin stems from issues encountered in the stand-up and execution of I MEF operations in DESERT SHIELD/DESERT STORM in 1990-91. Gen Boomer’s observations and direction regarding I MEF’s planning and execution led to the first MSTP order, MCO 1500.3, in 1993. The order dated 30 Aug 2002, provides detailed information regarding the mission and CMC intent for MSTP, along with a detailed concept of operations and associated tasks. The current order, MCO 1500.53B, is dated 5 Mar 13, with several updates.
MSTP is the only deployable MAGTF staff training program in support of the MEF Command Element
