About this opportunity

The Department of the Air Force Global Strike Command is conducting market research through this Sources Sought notice to procure transformers for Malmstrom Air Force Base in Great Falls, Montana. The agency seeks ten high-voltage, pad-mounted, exterior distribution transformers with specific technical requirements including three-phase configuration, 12470/7200 AC Delta configuration, copper windings, and exterior pad-mounted installation. The transformers must range in size from 75 kVA to 1500 kVA and comply with NEMA TR1 standards, featuring 15 kV class specifications, dead front primary configuration, and 100 Amp 5-position tap changers. Interested vendors must demonstrate their capabilities and small business status under NAICS code 335311 (Power, Distribution, and Specialty Transformer Manufacturing) with a size standard of 800 employees. The government particularly encourages responses from 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-owned small business concerns. All capability survey responses must be submitted by 1:00 PM Mountain Daylight Time on August 14, 2025.

This opportunity does not specify any set-aside designation at this time, as the Sources Sought is intended to determine if the procurement can be structured as a competitive acquisition or total Small Business Set-aside. No incumbent contractors or current service providers are identified in the documentation. While no contract values or budget ranges are disclosed, the specifications detail requirements for multiple transformer sizes supporting various facility power requirements across the base. The procurement timeline includes a mandatory 24-week (168 days) delivery requirement after receipt of order, and all work will require strict base access protocols including Entry Authorization Lists and individual worker background checks. Vendors must provide descriptions of similar services offered to both government and commercial customers over the past three years, with detailed explanations of any proposed teaming arrangements that delineate work responsibilities between prime contractors and subcontractors.
