SOURCES SOUGHT: Transformers Notice Type: Sources Sought

1. Notice: This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-aside. The NAICS is 335311, “Power, Distribution, and Specialty Transformer Manufacturing” with a small business size standard of 800 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

1.2 Below is a document containing a description of commodity requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.

1.3 If the Government decides to conduct procurement as a result of the market research, a separate pre-solicitation synopsis of that procurement will be posted to SAM.gov. Interested companies are requested to submit a summary outline of their qualifications to conduct integrated water sediment removal services at Malmstrom AFB. References to vendor web pages will not be accepted.

1.4 Please note that we cannot return your submissions to you.

1.5 Small businesses are encouraged to participate in this Market Research.

2. This request for Sources Sought is for planning purposes only and shall not be considered an invitation for bid, request for quotation, request for proposal, or obligation on the part of the Government to acquire any products or material. No contract award will be made as a result of this sources sought synopsis. This information is provided to the government at no cost.

3. REQUIREMENTS DESCRIPTION

3.1 Malmstrom Air Force Base (MAFB) in Great Falls, Montana, is seeking qualified vendors for the supply of ten (10) high-voltage, pad-mounted, exterior distribution transformers. These units are required to support the base’s electrical infrastructure and must meet the following criteria:

Quantity: 10 transformers Phase: Three-phase Primary Voltage: 12470/7200 AC, Delta configuration Winding: Copper winding for primary voltage Secondary Voltage: Various (specified per unit) Installation: Exterior, pad-mounted Compliance: All units must adhere to the specifications provided in the attached transformer specification sheet for MAFB

Vendors with expertise, capabilities, and relevant experience in supplying transformers that meet these requirements are strongly encouraged to participate in this market research. To express your interest and demonstrate your qualifications, please review the below attached specification sheet for detailed technical requirements and promptly submit your response.

The ONLY listed item that can be modified is the paint color. Green (FED Spec 37056) or Brown.

Base Access:

MAIN BASE ENTRY

The Contractor shall furnish a Contracting Entry Authority List (CEAL), attached, of employees needing access on base to the CO. Employees without a badge and identification in their possession will be denied access to the base and work areas.

MISSILE FIELD ENTRY

In order to gain entry onto a missile site, Contractor personnel must be listed on an Entry Authorization List (EAL), identified by Government inspector/escort personnel, and physically escorted on site by authorized Government inspector/escort personnel. The number of personnel authorized entry shall be kept to a minimum. The general contractor shall submit all sub-contractors that need to be on the EAL but must limit personnel to a reasonable number. The CO shall deny any EAL request that has excessive numbers of workers listed. Entry procedures listed below may change in accordance with increased threat levels without prior notice.

Thirty (30) working days prior to the initial commencement of work, the Contractor must submit to the CO for the Missile Engineering Scheduler a form showing the name EXACTLY as it appears on the state issued ID, birth date, Social Security Account Number (SSAN), state issued driver's license number and state from which it was issued for each worker. The CO will provide the form (Excel format) to the Contractor. This list will be used to prepare the EAL referenced above.

Note: Being listed on the Malmstrom Air Force Base CEAL does not automatically qualify you to work in the Malmstrom Air Force Base Missile Field.

Deletions to the EAL may be made without preparing a new list but must be requested by the Contractor in writing. However, a new list must be submitted by the Contractor for any additions to the EAL. All requested changes in writing to an approved list may require up to thirty (30) working days for approval.
