About this opportunity
The Department of the Interior Bureau of Land Management Idaho Region seeks herbicide application services for approximately 580 acres of cheatgrass treatment near Malad City, Idaho, with quotes due July 31, 2026. The procurement is set-aside 100% for small business under NAICS 115112 with a $9.5 million size standard.
Place of performance is the Madsen project area, 7.5 miles southwest of Malad City in Oneida County, within the BLM Pocatello Field Office. The contract requires application of Imazapyr herbicide (one of three approved products: Panorama 2SL, Plateau, or Imazapic 2SL) at 8 ounces per acre combined with methylated seed oil adjuvant, applied at a three-gallon rate. Work must occur between October 25 and December 15, 2026, with one day of actual spraying anticipated. Contractors must commence work within three days of notification and be prepared for limited field access due to muddy or wet conditions. All applicators must hold current Idaho Professional Applicator Licenses in the Agricultural Pesticide Category. The contractor furnishes all equipment, labor, and the primary herbicide; the government provides 4 gallons of MSO adjuvant. Payment is firm fixed-price per acre sprayed, measured by DGPS-generated shapefiles and verified by flow control reports. Quotes are submitted on an all-or-none basis covering three line items: chemical application on 580 acres, 37 gallons of Imazapyr, and MSO adjuvant. All offerors must be registered and active in SAM. Evaluation criteria are Technical Capability (work plan, production rates, loading sites, coordination, quality control, and equipment), Applicant Qualifications (prior relevant experience and subcontractor information), Prior Experience and Past Performance (minimum two and maximum five recent projects with references), and Price. Work is performed during regular hours (7:30 a.m. to 5:30 p.m., Monday through Friday, excluding federal holidays) unless special arrangements are made. The contract is issued as a combined Synopsis and RFQ under FAR Part 12 (commercial items) and includes prevailing wage requirements under the Service Contract Act. Quotes must be emailed to charles_dodson@ios.doi.gov.
