Section 1: Summary of Overall Project Scope

BLUF (Bottom Line Up Front): The Air Force Civil Engineer Center (AFCEC), in coordination with the 772nd Enterprise Sourcing Squadron (772 ESS), is executing a Progressive

Design-Build (PDB) project to renovate existing military working dog (MWD) facilities and construct a new addition at Vandenberg Space Force Base (SFB), California. Under this agreement, the selected contractor will execute both the progressive design and physical construction to deliver a fully functional, code-compliant compound (Project Number:

XUMU171121C).

Project Location and Identification

• Installation: Vandenberg Space Force Base, California

• Project Title: Renovate Admin and Kennel Facilities, Construct Additions to Military

Working Dog Facility

• Project Number: XUMU171121C

P a g e 2 of 10

• Program Element: 22176S, 91211S

• Not to Exceed Cost: $4,000,000

Core Physical Construction & Scope Elements

The selected Design-Build team (comprising a General Contractor and Lead Design Firm) will execute the following physical scope:

1. Renovate Existing Facilities (Buildings 6444 & 6447): Modernize and repair the 2,065

SF Kennel Building (B6447) and the 982 SF Admin Building (B6444). Scope includes reconfiguring kennel spaces, the dog wash area, restrooms, and flooring. It also includes removing appliances and an admin wall, replacing doors, windows, light fixtures, and ceiling tiles, and reconfiguring the existing sidewalk.

2. Construct Admin Office Addition (Building 6444): Demolish the existing overhead awning and construct 1,100 SF addition to Building 6444. The addition will include an

Exam Room with an Isolation (ISO) kennel, a second bathroom with a shower, a Food

Storage Room, and a secured Tack Room in compliance with military standards.

3. Site & Civil Work: Execute all necessary sitework, site improvements, utility hookups, and demolition/disposal. Coordinate all site utility hookups with American Water.

4. Seismic Reinforcement: Meet Seismic Design Category D requirements.

Progressive Design-Build (PDB) Execution Goals

The project utilizes the PDB model under the DBIA "Design-Build Done Right" framework:

• Qualifications-Based Partnering: The Government will select the contractor based on qualifications, technical capabilities, and collaboration.

• Target Value Design & Estimating: The partner will collaborate with the Government to mature the design from its current state and establish an open-book Guaranteed

Maximum Price (GMP) before physical construction.

• Schedule Compression: The team will leverage industrialized construction

(prefabrication/modularization) to compress construction timelines by 30%.

• Fast-Tracked Site Mobilization: The framework permits early NTP for sitework and early acquisition of long-lead design items to mitigate supply chain volatility.

Section 2: Background & Problem Statement

P a g e 3 of 10

BLUF (Bottom Line Up Front): The current MWD kennel and admin facilities (Buildings 6444 and 6447) at Vandenberg SFB fail quarterly inspections and contain critical safety hazards that endanger military personnel and canine assets. Transitioning to a Progressive Design-Build

(PDB) model is critical to eliminate traditional design-bid-build delays, rapidly deliver compliant spaces, and preserve the security mission of the 30th Space Wing.

Mission Role and Requirement

• Critical Defense Asset: Buildings 6444 and 6447 house and train the MWDs of the 30th

Space Wing Security Forces. These canines protect Vandenberg SFB, the U.S. Space

Force (USSF), and local missions from threats.

• Core Requirements: The installation requires adequate, code-compliant training and working spaces within the Kennel, and Admin Office.

Current Operational Challenges & Hazards

• Life-Safety Hazards: Daily kennel inspections have identified critical safety hazards, including toxic paint chips and dangerous wildlife (snakes and spiders) in the canine runs.

• Inadequate Dog Runs: Cramped dog runs create unsafe working conditions. Security

Forces personnel face accidental bites from aggressive dogs during daily washdowns.

Enlarging the runs is necessary to provide safe separations.

• Traditional Process Lag: Standard sequential design-bid-build methods introduce administrative lag and delay "Speed to Capability" (S2C). An agile, integrated design-builder is necessary to streamline design reviews, coordinate site logistics, and mitigate supply chain volatility.

Proposed Construction Solution

The Air Force requires a permanent construction solution to accelerate project delivery.

• Off-site Speed, On-site Durability: Off-site modular manufacturing minimizes on-base construction disruptions and compresses design-to-occupancy timelines by up to 50%.

• Enhanced Materials: Heavy-gauge structural steel frames integrated into permanent concrete foundations will replace legacy building methods to ensure structural integrity and compliance with UFC 1-200-01 and UFC 1-200-02.

Impact of Inaction

If the Government does not fund and execute this project:

1. Critical health and safety deficiencies will remain.

2. Facilities will continue to fail inspections, heightening health risks for personnel and working dogs.

P a g e 4 of 10

3. The Security Forces' operational readiness and base-wide defense mission will decline.

Section 3: Mandatory Non-Negotiables & Technical

Constraints

BLUF (Bottom Line Up Front): The proposed design and construction must comply with all mandatory Department of Defense (DoD), Air Force, and federal statutory requirements. The parameters, standards, and material specifications detailed below are non-negotiable and cannot be traded away or altered during the collaborative design phase.

Work Restrictions & Timeline Constraints (DD 1391)

• Project Delivery Method: The project must be executed as a Design-Build project.

• Execution Year: Planned for execution in FY 2028.

• Design Baseline: The designer must create an efficient and functional space that incorporates modern and innovative building materials. Use the 100% complete design as of April 2021 for information only.

• Operational Contingency: The contractor must establish a secure, temporary housing location on base for the displaced K9s during construction.

• Compliance Statement Rules:

o Seismic Rule: Must comply with the 30% and 50% repair-to-replacement ratios.

o Antiterrorism Rule: Must comply with the AT 50% repair-to-replacement ratio.

o Fire Protection Rule: Must comply with the 50% Fire Protection Rule.

• Floodplain Rule: The facility must not fall within or partly within a 100-year flood plain.

The primary goal of LOE 1 is to produce a detailed, site-specific plan that enables a rapid and predictable approach for LOE 2: Physical Construction. The selected Progressive Design Builder will execute this project across two distinct, consecutive

Lines of Effort:

LOE 1: Pre-Construction, Collaborative Design & Cost Modeling

P a g e 8 of 10

• Collaborative Design Development: Progress the Government's baseline requirements into constructible design packages (schematic, design development, and construction documents) utilizing building information modeling (BIM).

• Site-Specific Design Package: Develop a comprehensive set of constructable design packages tailored to the unique topographical, geotechnical, and utility conditions of site.

• Integrated Systems Plan: Detail the specific HVAC and ventilation systems required to achieve 15 room Air Changes per Hour (ACH), the acoustic dampening materials to mitigate noise, and the non-porous interior materials that meet sanitation requirements.

The plan must show how these systems are integrated into the recommended solution/structure.

• Specific Building Codes: Where IBCs and UFCs conflict, the DB and government teams will collaborate to align with industry best practices as much as feasible with the veterinarian's input to ensure dog health and welfare.

• Risk Mitigation Strategy: Maintain a shared project risk register to progressively assign, mitigate, or price risks.

• Guaranteed Maximum Price (GMP) & Schedule: Perform continuous, open-book cost estimating and value engineering to align the design with the Government’s established target budget. Produce a firm, open-book GMP and a detailed project schedule for the full construction of this project. The GMP will be based on the complete LOE 1 design culminating in a collaborative negotiation of a GMP proposal.

LOE 2 - Construction Phase, Site Work & Commissioning

• Construction Execution: Upon Government acceptance of the GMP and issuance of a construction authorization, execute all physical sitework, utility connections, structural fabrication, interior buildouts, and finishes. This includes early agreements for long lead time item acquisition and may include early NTPs (prior to 100% design) for civil/site work.

• Industrialized Construction Integration: Plan, transport, and assemble prefabricated or modular components to optimize site logistics and accelerate the construction schedule.

• Commissioning, Training & Turnover: Conduct comprehensive system inspections, integrated testing (including HVAC, fire suppression, and FRCS cyber validation), and facility handoff, providing a complete and usable facility.
