About this opportunity

This cancelled federal contract opportunity was for the construction of a Military Working Dog obstacle course at MacDill Air Force Base in Tampa, Florida, sought by the Department of the Air Force Air Mobility Command. The procurement required a contractor to furnish all plans, materials, labor, equipment, and perform all operations to provide and install three concrete obstacles: one stair case (8ft tall, 24ft long, 43in wide), one A-frame (4ft wide by 6ft high by 8ft long), and one dog walk (20ft long by 1ft wide by 26in tall with sloped ends). All obstacles were required to have non-skid surfaces where dogs would make contact and be constructed with cement pads for placement, excluding an existing 5'x28' stair case pad already possessed by the government. The government planned to evaluate proposals using a lowest-price, technically acceptable (LPTA) approach, assessing both technical capability and price. The original solicitation deadline was June 27, 2025, with questions due by June 11, 2025, though the requirement was ultimately cancelled on July 15, 2025.

This opportunity was designated as a 100% total small business set-aside under NAICS code 327390 (Other Concrete Product Manufacturing) with a size standard of 500 employees. No incumbent contractors were identified in the documentation, and no specific contract value or budget range was disclosed in the available materials. The work was to be performed at Building 816, MacDill Air Force Base in Tampa, Florida, with contractors required to work between 0700-1600 hours on weekdays and obtain proper base identification and vehicle passes. Key technical specifications included the installation of obstacles on grass surfaces with contractor responsibility for repairing any grass damage, construction of only one concrete pad (5ft W x 15' L x 6in H) for the A-Frame obstacle, and application of Line X coating to protect concrete from environmental weathering while providing non-slip surfaces. The contractor would have been responsible for coordinating access to controlled areas and maintaining proper security clearance throughout the project duration.
