About this file
This document is a Responses to Questions file for the MacDill AFB Military Working Dog Obstacle Course federal contract (FA481425Q0011). The responses address six specific questions from potential bidders about the project's technical specifications, including concrete pad dimensions, obstacle construction details, and surface treatments. Key clarifications include: the obstacles will be installed on grass, with the vendor responsible for grass damage repair; only one concrete pad (5ft W x 15' L x 6in H) is required for the A-Frame obstacle; and a Line X coating will be used to protect concrete from environmental weathering and provide a non-slip surface. The contracting agency is the Department of the Air Force Air Mobility Command, and the project involves constructing cement obstacles including a stair case, A-frame, and dog walk with non-skid surfaces designed for military working dog training.

Responses to Questions
1. Please provide a diagram of the placement area showing gates/fences/overhead power lines and approximate distances from these improvements to the required installed obstacles. The bidder needs to know if the obstacles are going under existing canopy (shade structure) and if they are installed in a grass or synthetic grass area.
Response: The obstacles will not be under a canopy, will be installed on grass. Vendor is responsible for fixing all damage to grass.
2. The contact documents do not detail the dimensions of the two new concrete pads required.
For example, the Concrete ‘A’ Frame Obstacle might require “Provide concrete pad 4’ wide x 11 feet long x 6” thick with #4 reinforcing bar at 12 inches on center each way. Use 3,200 pound per square inch concrete, minimum.” The pad for the Concrete Dog Walk might be 2’6” wide (at the center 8’ section) and 1 foot wide at both 6 foot ends x 20 feet long x 6” thick. However, Brandt’s experience at multiple installations has shown that if the ground is at all reasonably stable, the best application is to place the obstacle directly on the existing compacted surface as any minor delta between a poured pad and the obstacle presents a tripping hazard. Another option would be to provide the obstacles with 6” more “depth” and then place the enlarged obstacles in an 6” excavated area. If a pad is required, there might be a mechanical attachment between the 24,000 pound obstacle and the pad.
Response: There is only need for one concrete pad ( 5ft W x 15’ L x 6in H)
3. Opinions vary, but most operators stay away from the rubber tread coating. It is maintenance heavy and it trains dogs on a high traction surface not normally found in operations. An alternate might be a heavily ‘rippled’ concrete surface, such as is used on sidewalks approaching a street crossing.
Response: The use of a coating such as Line X is to ensure the concrete is protected from the environmental weathering in Florida. Due to the locations proximity to the Gulf, and the potential to flooding during hurricanes, it is better to have the sealed concrete and the Line X provides a grippier surface to prevent slips and falls that could injure the K9 and/or the handler.
4. The concrete stairs shown are available, but they are considered an ‘older’ version. The newer version is a three piece ‘bridge’ configuration that provides an opening in the middle of the obstacle that presents an possible additional training event.
Response: Confirming the older version is required, bridge design leaves a wear point on the concrete and the potential for wasps and other insects to build nests that could pose a hazard to the K9 and/or the handler.
5. What size concrete pads are being requested? For the Dog walk and A Frame.
Response: A Frame pad is requested to be ( 5ft W x 15’ L x 6in H )
6. Please provide set-aside information, if any.
Response: Please refer to Page 1 of the “Combo Solicitation - MWD Obstacle Course” document.
