About this opportunity
The Department of the Navy's Naval Sea Systems Command, specifically Norfolk Naval Shipyard (NNSY), is conducting market research to identify sources capable of providing industrial equipment rental and leasing services to support multiple Naval Shipyards. The Government seeks to establish a Multiple Award Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract covering a broad range of equipment categories including air compressors, air dryers, dust collectors, HAZMAT enclosures, refrigerated boxes, tanks, and vacuum systems. Key contract objectives include reducing procurement lead time from requirement identification to equipment delivery, establishing IDIQ-level pricing for defined equipment categories while allowing order-level pricing for unidentified items, and providing flexibility across multiple shipyards while maintaining competition at the task order level. The Government is not using evaluation criteria at this stage, as this is a Sources Sought Notice for market research only and no contract will be awarded from this announcement. Interested firms must submit responses to an official Microsoft Forms questionnaire by February 4, 2026, addressing company information, business size status, relevant experience, technical feedback on the draft Statement of Work, and pricing feasibility.
This opportunity carries no set-aside designation and identifies no incumbent contractors or current contract holders. The solicitation does not specify an award value or budget range at this pre-solicitation stage; however, the draft SOW establishes a minimum obligation guarantee of $2,000.00 with delivery orders to be managed to an estimated ceiling level to be determined. Contractors must comply with NAICS code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) and Product Service Code W049 (Lease or Rental of Equipment – Maintenance and Repair Shop Equipment), with final PSCs to be determined once the scope is finalized. The contract structure requires contractors to maintain 24/7 availability for service coordination, respond to equipment breakdowns within four hours, and resolve issues within eight hours through repair or replacement at no additional cost. Critical performance requirements also include implementing comprehensive preventive maintenance programs with monthly reporting, conducting monthly preventive maintenance inspections, and managing equipment removal within 48 hours of lease expiration.

Update #2 · Latest ·
The Department of the Navy, Norfolk Naval Shipyard (NNSY), is conducting market research to identify potential sources capable of providing industrial equipment rental/lease services in support of multiple Naval Shipyards. This is a Sources Sought Notice only and not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). No contract will be awarded from this announcement.
Background and Intent
The Government anticipates establishing a Multiple Award Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to streamline the acquisition process for recurring industrial equipment needs. The draft Statement of Work (SOW) and preliminary equipment specifications are attached to this notice.
The primary objectives of this acquisition strategy are:
- To reduce procurement lead time from requirement identification to delivery of equipment.
- To establish IDIQ-level pricing for as many defined equipment categories as practicable, while recognizing some items may require order-level pricing for items not yet identified.
- To provide maximum flexibility for supporting multiple shipyards across zones, while ensuring competition at the task order level.
Zones of Coverage
The prospective IDIQ will support requirements at Norfolk Naval Shipyard
Equipment Categories
The draft SOW covers a broad range of leased/rented equipment, which may include but is not limited to:
- Air Compressors
- Air Dryers
- Dust Collectors

- Vacuums
The Government is seeking input on whether industry would bid across all categories or only selected categories, and whether coverage would extend to only our select zone.
