This is a Statement of Work (SOW) for the lease and provision of industrial equipment in support of Naval Shipyard and tenant command operations. The SOW establishes requirements for the lease, delivery, installation, operation, maintenance, and removal of equipment necessary to support mission-critical shipyard and waterfront activities at Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia, with potential expansion to Naval Station Norfolk. The covered equipment encompasses a wide range of industrial and support equipment including air conditioning and chill water systems, compressors, generators, pumps, air dryers, fire suppression systems, portable tanks, and associated accessories. Multiple Product Service Codes (PSCs) apply, primarily from the W Series (Lease or Rental of Equipment) and X Series (Lease or Rental of Facilities), with final PSCs to be determined once scope is finalized. The contract is structured as a Multiple Award Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum obligation/guarantee of $2,000.00, and delivery orders will be solicited via email with Government intent to manage the contract to an estimated ceiling level.

The contractor must ensure all equipment meets technical specifications, OEM standards, and is prepared for service prior to delivery, including proper identification markings, lifting attachments compliant with NAVFAC P-307, and weight markings. Equipment delivery and setup will be coordinated with the Government point of contact, and the contractor must maintain 24/7 availability for service coordination and emergency response. Critical performance requirements include: implementing a comprehensive preventive maintenance program with monthly reporting; responding to equipment breakdowns within four hours and resolving issues within eight hours through repair or replacement at no additional cost; conducting monthly preventive maintenance inspections with documented condition reports; and managing equipment removal within 48 hours of lease expiration with 72-hour advance notice. The contractor must comply with all OSHA requirements, Hazardous Energy Control (HEC) procedures per NAVSEA OSHECM Chapter 250, security requirements including DBIDS credential processes, and quality management system standards. Accident and damage reporting must occur within four hours for recordable injuries, illnesses, or property damage exceeding $2,000. The contractor shall establish a Quality Management Plan within 15 calendar days of award and submit preventive maintenance schedules, condition inspection reports, and quality surveillance reports monthly to the Contracting Officer.

The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.

0. If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:

0. Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center representative.

0. The VCC will pull up your information in the computer, ensuring all information is current and correct.

0. Once your information is validated, a temporary DBIDS credential is provided.

0. Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 90 days).

0. For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.

0. The representative will enter base access authorization and then you may proceed to work.

0. If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:

1. Present a letter or official document from my government sponsoring organization that provides the purpose for your access.

1. Present valid identification, such as a passport or Real ID Act-compliant state driver's license.

12. The Contractor shall arrange for Government escort into secured areas requiring escort. The Contracting Officer and/or Contracting Officer Representative(s) will provide information on applicable buildings, spaces and the appropriate point of contact. The Contractor may experience delays while waiting for escorts. The Contractor shall notify the Government Representative and appropriate point(s) of contact if an escort is not available after 15 minutes and access to accomplish the work is denied. Unscheduled requirements, e.g., trouble calls, may require a longer wait for an escort.

12. The Contractor shall ensure that all personnel working at the locations listed under this contract become familiar with and adhere to regulations. The Contractor shall keep within the limits of the work and avenues of ingress and egress. The Contractor shall not enter any restricted areas unless required to do so and shall be cleared before attempting such entry. The Contractor's equipment shall be conspicuously marked for identification.

12. Parking is prohibited on any piers and dry dock/waterfront areas. Do not park on, block the marked fire lanes, or crane rail traveling zones (marked in yellow) at any time. Vehicles may stop on the piers or dry dock/waterfront areas for 15 minutes for loading and unloading. An exception may be made for vehicles which are part of the equipment needed to do the required work and are attached or connected to the pier or ship; for example, a truck which uses a mounted generator or a vehicle with built-in equipment.

12. In accordance with COMSUBLANT/COMSUBPACINST 2075.1C, the use of Portable Electronic Devices (PEDs) while in or on Department of Navy Submarine spaces are prohibited.
